Operation management talents arenot only important human resources to support the development of enterprises and important contributors to promoteenterprisereform,,but also the pioneers andcreators of the advanced productivity of enterprises.More attention should be paid to the development of business management talents,specific enterprise culture should be constructed,a supporting system and policy guarantee for talent development should be established,based on which reform and development of Xinjiang oilfield could be promoted.In this paper,taking a large state-owned enterprises-Xinjiang Oilfield Company as the research object,on the basis of understanding of management talent development studies at home and abroad,combining human resource management(HRM)theory with field investigation,and through analysis on age structure,cultural level,professional situation and positionexchange etc.,this paper studies the operation management talent team construction.Xinjiang Oilfield Company focuses on team constructionofoperation management talents,and significant achievementshave been gained on training and development,evaluation and finding,selection and appointment,turnover and allocation and motivation and right protection.In training and development,the company has paid much attention topolitical theorystudyandcreated more training opportunities.In evaluation and finding,the company hasgone deeper into the grassroots and madecomprehensive assessment.In selection and appointment,the company hasbroadened the scope of selection,and established a fair mechanism.In turnover and allocation,the company has establishedatalent turnover system,and increased different post training.In stimulation and right protection,the company has establishedperformance appraisal system and takenstrict reward and punishment measures.But as a large state-owned oil company,Xinjiang oilfield is still facing some problems in above-mentioned 5 aspectssuch as the oldtraining mode,unperfecttalent evaluation system,lack of a scientific and effective selection and appointment system,blocked talent flowing channel,and unperfectincentive mechanism and so on.The paper analyzes and studies the above problems mainly from the ideological understanding,enterprise system,geographical position,anddifficultiesinoil industry development.Aiming at the five problems,the paper proposessome countermeasures and suggestions,and provides theoretical and practical reference for the study on enterprise management talentdevelopment.
