With the increase of China's mineral,coal,crude oil,LNG and other petrochemicalenergy demand and imports of hazardous chemicals,port throughput is rising,the port of hazardous chemicals accidents are more and more exposed port of hazardous chemicals,fire emergency supervision and early warning mechanism is not perfect,security awareness weak and so on.At present,the evaluation of our country at the present stage for hazardous chemicals port fire emergency ability to work less and less,the evaluation system of fire emergency ability therefore to establish a scientific system,to provide practical and effective measures,has important significance to guarantee the safety of port.Based on the analysis of characteristics and accidents of hazardous goods port statistics,analysis of the hazardous goods port immune mechanism combining with immune mechanism,the emergency process of fire into the fire emergency prevention and emergency early warning,emergency response,emergency recovery of four stages,which contains 4 first level indicators,16 level two indexes 62 and three level index evaluation system.And using DEMATEL-ANP and ANP method of combination weighting method to calculate the weight,construction of evaluation model of fire emergency ability with the method of fuzzy comprehensive evaluation,weight calculation results show that before the accident and accident emergency defense early warning and emergency response than the emergency recovery after work is more important,and the hazardous chemicals port fire emergency management practice is consistent.The software of fire emergency response capability evaluation system is developed by using Matlab and VB6.0.The application of the case is analyzed.The results are analyzed and some concrete suggestions are put forward.The enterprise can use this model to assess the actual situation of the fire fighting system,andprovide convenience for the periodic assessment of the enterprise and the improvement of the regular fire system.
