Compared with ordinary enterprises,the production enterprises of dangerous chemicals have the characteristics of inflammable,explosive,strong toxic,strong corrosiveness and continuous production.When the fire accident erupts,the burning area is large,the speed is fast,the control is difficult,the danger is great,the accident loss is serious,and even the explosion is induced,which will have a very bad influence on the society.Therefore,this paper constructs the performance evaluation model of the emergency management of the dangerous chemicals production enterprises,and chooses the five major dangerous chemicals production enterprises in Jiangyin as the sample case study,and finds out the existing problems in the emergency management of different dangerous chemicals enterprises,and gives the suggestions from three aspects of resources,talents and working methods.First,through theoretical analysis and field investigation,the four stages of the life cycle are taken as the time axis to establish the basic indexes of the emergency management process of the dangerous chemicals production enterprises in the fire accident.The problems of the index design are found and corrected by using the Delphy Fa and the reliability and validity test.Finally,10 dimensions are extracted by the principal component analysis.The index system of fire accident emergency management of hazardous chemicals enterprises is established according to the 75 three level indicators.In order to ensure the effective input and output of the data,the quantitative method of the basic index is deeply studied.A quantitative method based on the fuzzy Dimensionalization and maturity model is put forward,and a detailed collection and quantification method for all the indexes is designed,and a quantitative scoring system is established.Secondly,combining the analytic hierarchy process and clustering analysis,a fire accident emergency management performance evaluation model for hazardous chemicals production enterprises is constructed.In particular,the analytic hierarchy process(AHP)is used to determine the weight of the three level index to the two level index.Then,using the idea of clustering analysis,the Euclidean distance between the actual performance point and the optimal performance point is used as the synthetic algorithm of the two level index and the first level index.Then,the data of five major dangerous chemicals enterprises in Jiangyin are taken as samples.From different dimensions,different stages of life cycle and three aspects of the overall enterprise,the experiences and shortcomings of different enterprises in emergency management are thoroughly analyzed,and the limited emergency resources and emergency management of small scale enterprises are found.Consciousness is weak;some key hazardous chemicals enterprises have overlooked the site disposal and ignored the formulation and landing of emergency system,as well as the low operability of the emergency plan,lack of training in training,the symmetry of information between enterprises and the government,and the weak coordination ability of the disposal scheme,and from the resources,the person times and the work.Suggestions are provided in order to improve the emergency management of hazardous chemicals production enterprises.Finally,the research on the performance evaluation of the emergency management of the dangerous chemicals production enterprises is expected to be expected,a wider range of research,and the continuous inspection and correction of the model.Finally,the evaluation model of the emergency management performance of the dangerous chemicals production enterprises which is more universal to our country's actual situation is finally obtained.In addition,it is hoped that interdisciplinary research will be further studied by using machine learning and data mining technology to establish a nonlinear evaluation model to replace the existing evaluation algorithms,so that the evaluation work can accurately and dynamically respond to the essential law of the enterprise emergency management.
