Straightforward factor input enables China's economy to develop rapidly,but also lower the “potential” of China's economic development.The improvement of technology and innovation level needs the accumulation of time,which should take the factor-oriented development mode.When the factor of resource reduces,the development speed must be reduced.Carbon emission is sure to link up with energy consumption.In terms of energy conservation and emission reduction,on one hand,energy consumption should be reduced;on the other hand,both research and development innovation and technical progress should be applied to jointly promote the reform of energy use effectiveness and reduce carbon intensity.Reducing carbon emission is China's commitment to the world for carrying forward energy conservation and emission reduction.However,there is an enormous gap in China's provincial economy development and carbon emission.As for the transition from the resource-usage type to the new-type development of environment-protection type,reasonable policies should be made in accordance with the development situation of various regions.The “growth drag” of resources in economic growth should be reduced,thus maintaining the sustainable development of economy.In consideration of the contents mentioned above,the research contents and main conclusions are as follows:Research content 1: Deduction of economic growth “drag” under the constraint of carbon emission.In this thesis,the author brings the constraint of carbon emission which serves as a kind of exhaustible resource into the economic growth of neoclassical model.By solving the growth rate of output on the equilibrium path and the growth rate of per capita output of socially effective labor,the author deduces that the constraint of carbon emission leads to certain slowdown of economic growth in contrast with the carbon emission without constraint.The research shows that because of the constraint of carbon emission,the speed of economic growth is lower than the situations without constraint.At current phase,the more bonus of carbon emission is,the generated drag value will be higher in the future.The more carbon emission will lead to the decrease of output growth rate in equilibrium path,which indicates a bigger constraint to economy's sustainable growth.In the path of sustainable growth,technological progress is an important factor for improving economic growth rate.Labor force's influence to economic development seems to be equivocal.The critical point lies in the fact that it is difficult to determine the relation between social effective growth and social effective output under the constraint of carbon emission.Research content 2: the overall “drag” and regional “drag “of China's economic growth under the constraint of carbon emission through empirical test.In this thesis,the author selects the following variables: GDP of each province,capital stock K,carbon emission C,construction land area T,social-meaning-effective labor R,and which Moran Index are all more than 0.It indicates that there is a similar geographical cluster between output and input in spatial dimension.In modeling analysis,the researcher should fully consider whether the influence of geographical factors affect the regression results.Therefore,the author carries out the modeling for the possible resource externalities in economic growth process by using the method of spatial econometrics.Oxycarbide is the main mode for carbon emission.There will be carbon transferring in the neighborhood.The “drag” value generated by carbon transferring is also connected to resource utilization condition of neighborhoods.Through the contrast of models,the author selects SDM model to explain it: 1.Because of the limitation of resources,the spatial dependence of GDP in each area experience a process from decreasing to increasing.The special difference of economic growth has a tendency of expanding.In the research of economic growth,spatial dependence of factors in economic growth process must be taken full consideration.2.The provincial inherent capital has a provincial promoting effect on the growth of noumenon economy,but lacks the effective spatial overflow for adjacent self-employed entrepreneurs.Carbon emission and the factor input of land and labor force all have a certain positive overflow effect to the economic growth of adjacent self-employed entrepreneurs.3.The economic growth drag caused by carbon emission constraint in local areas is 0.0102;the indirect drag value is 0.0217,namely the growth drag which is affected by carbon emission constraint of adjacent areas is 0.0217.The result of indirect effect is greater than the direct effect,which indicates China's economic growth's dependence to carbon emission has differences.The carbon emission of comparatively developed areas has a low growth speed,because the energy consumption is close to saturation.The growth speed of carbon emission in developed areas is low,even parts of areas have the phenomenon of carbon emission's reduction.However,the technological level of underdeveloped area can't support its low carbon development,which needs to be balanced.Finally,in this thesis,the author starts from macro,medium and micro views and proposes the following several suggestions to reduce the drag of carbon emission.As for the government,they should pay attention to: 1: making differentiation carbon emission police and reducing the drag damage.2.Vigorously developing circular economy and reinforcing the energy conservation of key field.In terms of energy market,they should: 1.Perfect the modern energy market and carry forward the reform of energy price.2.Intensify the supervision and check of energy conservation and emission reduction;optimize carbon trading.As for the enterprises,they should: 1.improve capital utilization efficiency;establish the dynamic equilibrium mechanism of technological advance,energy conservation and emission reduction.2.Further implement the effective human resource policy and improve specific productivity of social effective labor.
