Study On The Efficiency Of Green Innovation And Its Influencing Factors In Hebei Province

Hebei,an important economic province,is around the capital Beijing,adjacent to Tianjin.However,because of its heavy industry structure,Hebei is faced with increasingly serious environmental problems such as environmental pollution,energy depletion and so on.At the same time,there are great development differences among cities in Hebei province.Under the Strategic of Beijing-Tianjin-Hebei Cooperative Development and Xiongan New Area,how to maintain the economic development of Hebei province and maximize environmental protection at the same time have become the keypoint to the realization of low carbon green economy and sustainable development for Hebei province.Therefore,green innovation is seasonable for Hebei province.The innovation leads to economic development and the“Green” bring about low-carbon and sustainable development.Hebei province can realize the innovation development and the environment promotion by adhering to the green innovation development road.First of all,this paper defines the core concepts involved in the paper.Secondly,on the basis of sorting the relevant theories and literature,the main factors affecting the efficiency of green innovation in Hebei province are summarized.The evaluation index system of Hebei green innovation efficiency is established based on the influencing factors.Then,using the EBM model and Malmquist-Luenberger index model with non-expected output,this paper calculates the green innovation efficiency and green total factor productivity for 11prefecture-level cities in Hebei province during 2007 to 2016.And then using Tobit model to analyze the external influencing factors of Hebei green innovation efficiency.The researches show that:(1)There are great differences in the efficiency of green innovation among prefectural cities in Hebei province.Poor efficiency areas include Zhangjiakou,Chengde and Tangshan.Medium efficiency areas include Cangzhou,Baoding,Shijiazhuang,Handan,Xingtai.High efficiency areas include Langfang,Hengshui and Qinhuangdao.And there are serious problems of input redundancy and insufficient output in ineffective areas.(2)The main driving forces of the green total factor productivity are different among prefectural cities.Tangshan and Shijiazhuang mainly rely on pure technical efficiency and technological progress.Langfang and Hengshui mainly depends on scale efficiency and technological progress.The other prefectures depends on the common changes of technological progress,scale efficiency and pure technical efficiency.(3)For external influencing factor,the influenceof environmental regulation and opening to the outside world on the efficiency of green innovation in Hebei prefecture is quite different.The development of science and technology and the industrial structure promote the efficiency of green innovation in different cities,but there are some differences in the degree of influence.Finally,according to the above conclusions,this paper provides suggestions for the future green innovation development in Hebei province from resource allocation,foreign investment,environment management and instructrial structure.
