The increase in greenhouse gas emissions such as carbon dioxide and methane has become a consensus, and various regulations and policies have been introduced to reduce carbon emissions from greenhouse gases.Among them, the ‘Kyoto Protocol' clearly proposes six greenhouse gas reductions include carbon dioxide and methane. The agreement is also the most widely used and most referenced international agreement. The carbon cap and trading policy that is the essence of the agreement is also one of the most used carbon emission reduction policies, and the other one is the carbon tax policy.Compared with the carbon cap and trading policy, the carbon tax policy is more direct, and the carbon emission is taxed to achieve the goal of reducing emissions. The carbon tax policy was first implemented in Finland and later borrowed by many European countries. Now it has been studied by countries all over the world. As a major carbon emitter,China is actively building a carbon trading market and promoting the implementation of carbon emission policies in China. The concept of carbon emission reduction has been recognized in all walks of life in China. However, there have been a small number of studies on carbon emission reductions in commercial enterprises. As an important part of China's economy, commercial enterprises have huge carb on emission that caused by their business activities. Therefore,it is of great practical significance to study the carbon emissions of commercial enterprises.First of all, this paper sorts out the theoretical basis of the carbon emission policy, expounds the meaning of carbon cap and trading policy and carbon tax policy, and organizes the research status of the two polic-ies.Then,this paper takes the commercial enterprise supply chain as the main line of carbon emission research, based on this, expounds the research status of supply chain management theory, and introduces the model of inventory management theory in detail.Secondly, based on the characteristics and advantages of commercial enterprises and the differences with other enterprises, this paper proposes to build a supply chain management model for commercial enterprises. The research is refined into the research of transportation-inventory management after learn from other scholars to supply trade enterprises with supply chain management. And this paper makes the construction of economic profit as the model goal, which increases the scientific and rationality of transportation-inventory management of commercial enterprises.Thirdly, with the carbon emission policy as the constraint, the carbon cap and trading policy and the carbon-tax policy of the commercial-enter prise's transportation-inventory models are respectively constructed. The environmental goals and economic goals are combined to prove the significance of researching the transportation-inventory management of commercial enterprises. Then,on the basis of the constructed models, the relevant conclusions of the impact of the carbon emission policy are obtained through the analysis of the variables, and are supported by numeric. Finally, the X-clothing business enterprise is used as an example to apply the transportation-inventory management model.According to the company's historical data, the gray forecasting model is applied to predict the retailer's demand.Based on the demand, the company determines the order quantity and of the company according to the model. This paper compares the ordering strategy of the enterprise under the influence of the carbon emission policy, and provides suggestions for better development of the company.
