In recent years,due to the emergence of pollution problems such as smog,the Chinese government has begun to emphasize the integration and development of cross-regional cooperation,and has successively introduced a series of integrated regional policies and plans.As the political and cultural center of the northern region,the capital economic circle has a strong representative significance for environmental governance in Beijing,Tianjin and Hebei and its surrounding areas,and is the focus of regional integration governance.Therefore,this paper takes Beijing-Tianjin-Hebei and its surrounding areas as the research background to explore the “time and space”effect of environmental regulation on the upgrading of industrial structure,and provide reference for the macro-governance of regional integration.Industrial development is the main driving force for economic growth,and pollution emissions in industrial production are also the main source of environmental pollution.In the face of environmental problems caused by industrial development,the government restricts the emission of industrial pollution through environmental policies,and urges the industry to upgrade its structure to adapt to the development trend of the political environment.In order to survive and develop,the industry strives to improve its innovation capability and adopt advanced technology in the process of regulation,thereby promoting the optimization and adjustment of its internal production structure,and finally meeting the environmental requirements while reducing production costs.However,in the case of free trade between regions,some polluting industries that cannot meet the policy requirements have to migrate to other regions.In the above two cases,which effect of environmental regulation is dominant cannot be distinguished;environmental regulations are produced as a whole,and it is not clear which specific regulatory measures are playing a role.In order to reflect the environmental regulation more realistically and test the influence of different measures,this paper constructs the regulatory indicators and different measures from the new perspective of environmental policy.On the basis of previous research,a new division of environmental regulation methods has been carried out: command-controlled personnel andadministrative measures;market-based fiscal and taxation,finance,and other economic measures;and guided guidance measures.On this basis,we use the spatial econometric model and the time effect model to study the spatial effects and long-term effects of environmental regulation on industrial structure upgrading.The results show:(1)In terms of spatial effects,although there is no spatial dependence on environmental regulation in various regions,it will have a significant direct and indirect inhibition effect on the industrial structure of the region and adjacent regions.And this role is generated by administrative measures and fiscal and taxation measures in environmental regulation;(2)In terms of long-term effects,environmental regulation has generally played a significant long-term role in promoting the upgrading of local industrial structure.Among them,command-controlled administrative measures,market-type fiscal and taxation,and financial measures have significantly promoted the industrial structure.In general,the influence of market-based regulatory measures on the upgrading of industrial structure is greater than that of non-market.
