Analysis Of Environmental Governance Effectiveness In Gansu Province In Recent Ten Years From The Perspective Of Human Settlement Demand

In recent ten years,the national economy of Gansu Province has developed by leaps and bounds,the process of urbanization has been accelerated,and energy consumption has been increasing.Consequently,the problem of ecological environmental pollution has become more and more serious,and the environmental problems faced by urban residents are becoming increasingly serious.Environmental pollution incidents have caused great harm to people's health and become the focus of public and media attention.In addition,Gansu has an industrial system mainly consisting of petrochemical industry,non-ferrous metallurgy,mechanical electronics,power energy and so on.Pollutants discharged from industrial production process are the main factors affecting the urban environmental quality of Gansu Province and the key point of control.These problems not only require us to make a comprehensive comparative study on the improvement of urban human settlements and the change of urban environmental quality in Gansu Province,but also need to scientifically evaluate the effect of industrial pollution control in Gansu Province,to provide theoretical and technical support for ecological environment control in Gansu Province,to provide reference for environmental protection work in Gansu Province,and to provide environmental management work in Gansu Province in the future.Lay the foundation.Based on the domestic and foreign research on the level of urban environmental development and the related problems of ecological environment in Gansu Province,this paper uses the other data of national economic accounting,population,energy,finance,resources and environment in the statistical yearbook as the basic data,and studies the natural environment,urban infrastructure construction,emission of "three wastes" and environmental protection in Gansu Province from the perspective of human settlements demand.The evolution trend of investment and industry development is analyzed according to the time series,and then a comprehensive index is constructed on the basis of the analysis.Finally,the following conclusions are drawn:From 2007 to 2016,the good economic development of Gansu Province has accelerated the urbanization process.In order to improve the urban residents' life happiness index,Gansu Province has accelerated the progress of urban environmental infrastructure construction,and the construction of urban human settlements environment has shown an upward trend.The province has vigorously promoted the use of clean energy.About 2.59 million residents have changed from coal as the main living energy to natural gas.The air quality of 14 cities and States has improved as a whole.Inhalable particulate matter has become the primary factor affecting air quality.The rate of meeting the drinking water standards in cities and towns has been increasing year by year,and 100% of them have reached the standards steadily for three consecutive years.The quality of regional acoustic environment is generally good.The discharge of pollutants from industrial wastewater and exhaust gas is decreasing,which meets the requirements of "pollution reduction" index in recent years.Although the production of industrial solid waste has increased,its comprehensive utilization has been increasing.The investment in environmental treatment in the whole province is increasing,among which the treatment of waste gas and wastewater is the main focus of investment.The employment trend of environmental protection industry is better.Over the past decade,the work of environmental governance in the province has been progressing step by step.The curve of comprehensive evaluation index of environmental governance effectiveness from the perspective of human settlements demand shows an overall upward trend.Especially from 2015 to 2016,the comprehensive index has risen significantly,and the work of environmental governance has been very effective.
