As the global economy continues to grow,the consumption of energy has increased significantly.The rapid expansion of fossil fuels and the dramatic increase in the emissions of greenhouse gas have led to many serious problems such as global warming,declining environmental quality and tight energy resources.To this end,many countries have already imposed carbon taxes.The impact of carbon tax is broad and far-reaching,which involving various aspects such as economic effects,emission reduction effects,environmental resources,energy resources and social life.At different stages of economic and social development,different countries and regions have relatively different effects on the implementation of carbon taxes.The redistribution of carbon tax revenue also has an important impact on environmental quality and social economy.Therefore,this paper uses the statistics of energy tax in European in 2016.And based on the intergenerational overlap model,this paper builds a lifelong social welfare function with health benefits and introduces the time distribution ratio into the health function and consumption budget.This paper analyzes the existence of the optimal carbon tax income distribution ratio,which makes the economic output optimal and the residents' social welfare optimal.The specific research work of this paper is as follows:First of all,this paper proposes an improved intergenerational overlap model for two periods.The improved new model studies the effects of environmental pollution and the health status of residents on economic activities.Secondly,it analyzes the relationship between the proportion of the distribution of carbon tax revenue and economic activities or social welfare of residents.Because carbon tax in China is still in the exploratory stage,this article uses the statistics of energy tax in European in 2016.In previous studies,the economy reached a steady state equilibrium with a given carbon tax rate.When the proportion of carbon tax revenue used for residents' income return and emission reduction activities is optimal,economic output and social welfare of the residents could not be achieved at the same time in the past studies.Based on the new model proposed in this paper,there is an optimal carbon tax income distribution ratio which makes the economic output optimal and the residents' social welfare optimal in this case.Thirdly,the paper analyzes the influence of each parameter in the model on the optimal ratio of the distribution of carbon tax revenue and proposes the corresponding policies.Finally,the health function in this paper is compared with the health function in previous studies under steady state equilibrium.In addition,this paper introduces the factors of effective labor,environmental resources and energy resources into production functions.Then,the effects of carbon tax on the usage of the environmental resources,energy resources and carbon emissions of enterprises were compared in the case of non-taxable carbon tax and carbon tax.It is concluded that carbon tax can play a role in reducing emissions.We find that the higher the carbon tax rate or the greater the marginal carbon emissions of environment and energy,the more obvious the effect of emission reduction.When marginal emissions of energy or environment are large,companies can control the usage of energy resources and environmental resources.Therefore,it can not only reduce the cost of energy resources and environmental resources,but also reduce the burden of carbon tax.
