Study On The Ecological Poverty Alleviation Effect Of Ecological Compensation Mechanism

Ecological poverty alleviation is a combination of ecological protection and resource utilization,economic development,poverty alleviation and development,through the transformation of natural resource assets into resource capital to accumulate wealth,and ultimately achieve a sustainable and innovative green poverty reduction approach to poverty reduction.By implementing major ecological construction projects,innovating ecological compensation mechanisms,and developing ecological industries according to local conditions,the state promotes the coordination of ecological protection and poverty alleviation and development in poverty-stricken areas,promotes poverty alleviation and sustainable development,and enables the poor to get more from ecological protection and restoration.Affordable,realize the "win-win" of ecological civilization construction and poverty alleviation.Since 2000,Inner Mongolia has adopted forestry ecological compensation mechanism and grassland ecological compensation mechanism in vigorously implementing ecological construction projects to provide corresponding food,cash and technical training for farmers and herdsmen in the project area,and to drive farmers and herdsmen to develop characteristic forestry and grass industryaccording to local conditions.Based on the previous research on the development of ecological compensation mechanism and the research on poverty alleviation model,this paper links the coupling mechanism between the two,and uses the analytic hierarchy process and comprehensive evaluation index system to construct the evaluation index of forestry and grassland ecological poverty alleviation effectiveness.The system and comprehensive evaluation model evaluate the impacts and effects of forestry and grassland ecological poverty alleviation in Inner Mongolia.The results showed that the forestry and grassland ecological poverty alleviation scores were 2.08 points and2.17 points respectively,which showed that the effect was more obvious.,and the grassland ecological poverty alleviation effect was higher than the forestry ecological poverty alleviation effect;the forest ecological poverty alleviation has higher effects on environmental improvement and resource utilization than the poverty alleviation effect and radiation effect,indicating that the forestry ecological poverty alleviation produces The great ecological and environmental benefits;and the effect of grassland ecological poverty alleviation on poverty alleviation and radiation has higher effects than environmental improvement and resource utilization,indicating that grassland ecological poverty alleviation has played a significant role in poverty reduction and industrial action;forestry,According to the spatial distribution of grassland ecological poverty alleviation effectiveness evaluation scores,the level of ecological poverty alleviation in eastern Inner Mongolia is higher than that in western Inner Mongolia.Finally,this paper summarizes the problems in the implementation of ecologicalpoverty alleviation and gives countermeasures and suggestions.
