Construction And Case Analysis Of PPP Financing Mode Performance Evaluation System Of China Sewage Treatment Project

With the rise of project financing tools,PPP is gradually applied to municipal infrastructure projects,and the early PPP is also tied together with BOT(Build and transfer)and PFI(Private Finance Initiative)as a project financing tool.This paper will briefly introduce the formation and development of PPP theory in China,mainly including the basic concepts,characteristics,core elements and basic structure of PPP.In 2006,the state council made clear in the 42 document that we use the PPP mode including BOT,ROT(Reconstitution-operation-transfer),TOT(transfer-operate-transfer)and BOO(Build-ing-Owning-Operation).BOT mainly solves the problem of insufficient new infrastructure in the process of urbanization;ROT mainly addresses the problem of inadequate investment in existing infrastructure;TOT is mainly to solve the existing local government debt problems;BOO is a way to address the lack of public service at a lower cost.The PPP project performance evaluation system and tools to establish and perfect for effective government and the public responsibility of social capital,strengthen the government's supervision and macrocontrol,to guarantee the sustainable development of the PPP project has important theory value and practical significance.This thesis with the PPP project performance related professional knowledge as well as on the analysis of a large number of domestic and foreign literature research work as the foundation,simple first elaborated the research background and significance,at the same time launched a detailed introduction to the world of existing research results;then define the meaning and operation procedure of PPP project,and then describe the performance evaluation content of PPP project,and define the influencing factors of PPP project performance.Next,according to the project implementation in the process of value evaluation and financial ability to withstand such authority report,and designed the questionnaire investigation,collecting the social public and professional satisfaction,selected key indicators,the PPP project performance evaluation model is established by analytic hierarchy process(AHP),with its weight established;moreover,the paper discusses the combination of evaluation system and practice with typical cases.Finally,the whole research is summarized and some suggestions are put forward.
