Research On The Procurement Management Of EPC Project In R Gas Processing Plant

With the continuous development of China's economy,the demand for energy is also growing.Facing the demand of green development,the demand for clean energy is increasing.The natural gas processing plant came into being.In 2017,China's natural gas dependence on foreign trade has reached 39%,processing factory business also increased overseas natural gas,which is embodied the national strategy of "going out",the cooperation project most of the use of EPC general contracting model,but in different social background and culture under the EPC contract,bear more risk and the challenge,especially the procurement management of overseas EPC project,facing the regional,national,and cross cultural standards and other issues,the organization and the level of implementation and its effectiveness has a direct impact on the performance of EPC projects and deliver results.Research on purchasing management of overseas joint venture natural gas treatment plant EPC project can find problems,summarize experience and research results,and provide reference for overseas EPC project procurement management.It has important practical significance and application value.The paper studies the procurement management theory and application of the overseas EPC project in the background of the EPC project of R natural gas treatment plant,which the author serves.First of all,the EPC project management and procurement management theory summary of,summarizes the research and development of international EPC project management;secondly,the EPC project in China,the oil and gas industry and CNPC belongs to the EPC project development,status and management were analyzed,according to the international general contractor enterprise EPC project experience that China can learn from the Enlightenment of induction;on this basis,the procurement management status of EPC project for R natural gas treatment plant,the application of empirical analysis,the mining project procurement management,the main existing problems were analyzed;finally,combined treatment plant EPC project R gas,procurement management decision and communication system,the procurement activities,procurement strategy and other aspects of the business,the author put forward some countermeasures and suggestions to optimize the operation,recommended the establishment of advanced and scientific.Purchase management system and information management measures to improve the management of project procurement,improve the core competitiveness of enterprises,and achieve a healthy and orderly development of the enterprise.
