Study On Budget Performance Management Of Cangnan Government Sewage Treatment Special Funds

Cangnan County Government Sewage Treatment Project is an important part of the implementation of Wenzhou Municipal Committee and Municipal Government’s strategic deployment of "Beautiful Southern Zhejiang Water Township Construction",and it is also a livelihood project benefiting millions of households.Cangnan County Government attaches great importance to sewage treatment projects and invests special funds for sewage treatment projects year by year.However,we find that the problems of sewage treatment projects are gradually emerging in policy implementation.There are also many problems in budget performance management of special funds for sewage treatment.In order to better determine the specific policy direction of the next phase of project implementation,it is urgent to grasp the specific funds.The overall and systematic effects of application.Therefore,the importance of budget performance management of sewage treatment funds has become increasingly prominent.This paper focuses on the budget performance management of Cangnan county government sewage treatment funds,uses the relevant theory of government budget performance and combines theory with practice,comprehensively summarizes and analyses the reform practice of budget performance management of Cangnan county sewage treatment funds in Zhejiang province,from the background of the establishment of sewage treatment funds,the use of special funds and the use of special funds.The plan is completed,the present situation of budget performance management of special funds for sewage treatment in Cangnan County is deeply analyzed,and the existing problems of budget performance management are analyzed based on the present situation.On the basis of summing up the practical experience of budget performance management of special funds from domestic and foreign governments,the effective and reasonable suggestions for improving budget performance management of special funds for sewage treatment in Cangnan County are put forward to promote special projects for Cangnan County.The reform of budget performance management of funds provides theoretical guidance.This paper deeply analyses the root causes of the problems from the aspects of performance concept,fund allocation,fund use and performance evaluation,and strengthens the budget performance management concept of the special funds for sewage treatment,improves the fund management level of the special funds for sewage treatment,strengthens the whole process management of the budget performance of the special funds for sewage treatment and improves the budget performance evaluation level of the special funds for sewage treatment,etc.It also puts forward some countermeasures and suggestions to strengthen the budget performance management of special funds for sewage treatment,which can provide a reference for other types of special funds in Cangnan County,promote the promotion of the experience of budget performance management of special funds in Zhejiang Province or the same type and level of local counties and cities in China,and provide useful information for the current reform of budget performance management of special funds implemented by the government.
