An Empirical Study On The Performance Evaluation Of Sewage Treatment Special Funds For Northwest Guangdong

Contemporary China is undergoing extensive and profound changes, facing a hithertounknown challenge, as the era of progress and economic development. since twenty-firstCentury, with China’s rapid economic and social development, environmental pollution,especially water pollution becomes more and more important, our country various governmentin order to maintain the economic, social, and cultural development, to environmentalprotection, governance of the investment scale is larger and larger, the special fund is inaccordance with the provisions of collection use, whether to gain better benefit, should beguaranteed through performance evaluation. To improve the government performance, it is ourcountry government the goal for, is the direction for new public administration.Performance evaluation is the use of scientific, standardized assessment method, controlleduniform evaluation standard and index, based on the expected performance goals, the unit(Department) or a behavior of the process and results of the economy, efficiency and fairness,impartiality, scientific, objective and comprehensive measure of comparison and comprehensiveevaluation.This paper to the northwest Guangdong sewage treatment of special funds performanceevaluation as an example, on the northwest Guangdong wastewater treatment the use of specialfunds current situation, characteristics, problems are studied and proposed improvements, so asto promote the transformation of government functions, improve government performancemanagement. This thesis firstly develop research programmes to northwest Guangdong,combining with the construction of sewage treatment facilities of special funds of thecharacteristics and the actual situation, follow the " objective, impartial, scientific, standard"principle of evaluation, determined the northwest Guangdong sewage treatment of special fundsevaluation index system, from project investment (20%), project process (20%), projectperformance (60%) three aspects identified a total of12level three indexes,35level fourindexes to undertake a comprehensive assessment, according to each index and the importanceof AHP AHP index weight set, finally determine the performance evaluation indicators systemof scoring criteria and method. In this paper, the data source has three aspects, one is the unit ofproject performance evaluation, and from where the projects, project score, project investmenttype and project scale of units of the project evaluation results are analyzed; the two is theexamination of the administrative department, and from the special funds structure, specialfunds expenditure performance the departments in charge of examination and evaluation; threeis the on-site verification, through on-site verification of funds, funds, implementation procedures for the12three grade index score and evaluation, in order to detect and identifycommon and typical problems. Then, from the regional distribution of structure, investmentstructure, investment type analysis of three aspects of influence of sewage treatment of specialfunds performance factors, finally, to the northwest Guangdong sewage treatment of specialfunds the main problems and the causes were summarized, and proposes some countermeasuressuggestions.
