The Institutionalization Of The Project System: A Sociological Study On The Operation Of Public Toilets In County Cities

The project system is not only a new national governance system(Qu,2012),but also a way for regional governments to conduct public service management.It's a administrative governance and an amendment to conventional governance in nature.At present,the research of the project system is undoubtedly to focus on the intergovernmental relations.Although investigators have done a solid fieldwork in the project system,which makes the research empirical,these documents are more focused on the research of the operation of rural township projects than the study of urban project operations.The research of the project system has been around for ten years.For scholars,the research has mature on the origin,connotation,influence and formation of the government system.Whether these mature research findings have new developments in the follow-up process of ‘governing the country',it's necessary to start with the specific project process and conduct research and discussion.This thesis takes the operation logic of project system as the clue,and the researcher uses the qualitative research methods which are literature analysis method and in-depth interview method and field observation method to explore the research problems of this paper through the study of specific urban public toilet project operations.The thesis includes three significant aspects: First aspect discusses the government manages the urban public toilets alone,which is in the fourth chapter of this treatise.In this part,the researcher mainly analyzes the process of the S county government to manage the urban public toilets,including the government management methods and management effects and the subsequent urban public toilet project operations.It but also shows the power and will in the government management process.The second part is the stratified operation process of the project,which is in the sixth chapter of the thesis.And it mainly describes the five processes of ‘sending out'‘packaging' ‘catch-up' ‘unpacking' and ‘inspection' of urban public toilet projects.The researcher uses the trinity mechanism to understand the respective actions of thegovernment and enterprise cooperation under the normal environment and the macro background,and also explores the social benefits on the public toilet project of the‘political show'.The third chapter and the sixth chapter of the article jointly show the effect of each of the different supply subjects on the governance of public toilets.Compared the government's actions before with after in the public toilet project,it reflects the impact of the governance model of the project system on government functions and explains the trinity governance model.The third part is the institutionalization process of urban public toilets,which in the fifth chapter of the thesis.It reflects the changes in the government's understanding of urban public toilet services.The process of changing the public toilet management system seems to have nothing to do with the entire inquiry problem,but it's the macro background of the entire project process.The changes in the macro background correspond to the changes in the public service,which reflects the government's deeper understanding of its importance,and also expresses support for the legal provisions of the service.This change is a driving force for changes in the project process and one of the incentives for a change in the project governance model.The emergence of the project system has its own institutional foundation.When it becomes the supply carrier of public services and is active in social governance,the changes in the public service system will also have an impact on its institutional foundation.Researcher by discussing public toilet project finds that the trinity governance model of land as the core plays an irreplaceable role in the process of urbanization.Especially in the field of public services,county governments with more independent and independent governance are more inclined to adopt this model for management.However,this governance model is little different from the ‘trinity' with land as the core,which mainly is reflected in the contracting company's independent voice in project operation.It is called "trinity-like" mechanism by the researcher.At the same time,the formation of this governance model has a necessary premise that the government and the enterprise have a relatively stable trust base.In addition,the county project management can't be summarized by a simple process of several stages of operation,but needs to be enriched and expanded through more follow-up case studies.
