Study On The Existing Problems Andcountermeasures Of Local Government Mineralresources Management

Mineral resources are the most precious wealth,is the gift of nature to human beings,human survival and social development are inseparable from mineral resources.Long-term since,our country mineral resources development and utilization process is relatively extensive,especially since the reform and opening,in order to meet the needs of economic development,the predatory exploitation of mineral resources,leading to some important severe waste of mineral resources,reserves fell sharply,at the same time also caused serious damage to the ecological environment,leaving many safe hidden trouble.Mineral resources are non-renewable resources.How to effectively manage mineral resources to meet the needs of contemporary economic development without harming the interests of future generations has always been a difficult problem facing Chinese governments at all levels.Local governments,as the localities of resources,should also shoulder the important tasks of rational development and utilization of mineral resources,maintenance of mining order and protection of local ecological environment while enjoying the benefits brought by mineral resources development and utilization.In this paper,with the only resources at the county level in sichuan province city wenxin county as an example,guided by the basic theory of public management,using literature research and field survey as research methods,think backward legal system,administrative authority fuzzy,absence management function,lack of management responsibility,weak function to regulate the market of mining right is the cause of the mineral resource management is a series of problems of local government.For more effective management of mineral resources,mineral resources should be through the legislation perfect development laws and regulations,the administrative authority of local government,at the same time improve the mineral resources development and utilization of access mechanism and optimize the way of evaluation of local government,by outlawing nature reserve in mining right,the development of mineral resources integration,to create green mining,to carry out the dynamic patrol,perfect governance fund management measures such as recovery measures to construct green development pattern of mineral resources,should also strengthen mining right market construction,to strengthen the market mechanism function.
