The traditional economic growth mode of "high input,high energy consumption and high pollution" is the source of atmospheric pollution in China.With the improvement of living standards and the acceleration of industrial restructuring,resources and the environment have become the major obstacle to the sustained and healthy growth of our economy and the further enhancement of the quality of life.Environmental governance has become a major issue in the political,economic and social fields.At present,comprehensive environmental governance measures integrating government control and market mechanism have been introduced in our country.Policies such as the environmental tax,the permit system for discharge of pollutants and the management of small and scattered pollution are steadily advancing.The essence of these comprehensive measures is the regional distribution of strict emission rights.At the same time,due to the impact of the natural environment and climate,the transmission of the adjacent area of air pollutants has become an important source of regional pollution,which will have a significant impact on the allocation mechanism of regional emission rights.This paper mainly reveals the model of distribution of air pollutants in adjacent areas under the condition of mutual transmission in the region,in order to optimize the allocation method.Based on the experience of EU carbon emissions trading and the implementation of the American Acid Rain Program,based on the mode of paid distribution of air pollutant emission rights,based on non-cooperative game theory and taking into account the inter-regional and inter-atmospheric transmission of air pollution,The model of air pollutant emission rights allocation is studied in detail,and the method of air pollution emission allotment in heterogeneous adjacent areas is studied in detail.The empirical test and analysis are carried out.The study found that in the early stages of industrialization,the amount of environmental pollution is relatively small,regardless of the mutual transmission between regions.The allocation of emission rights according to the maximum amount of sewage in each region can achieve the greatest benefits including the public,enterprises and the government In the pre-industrial adjacent areas,the center of advance development is constrained by the people's income.Emission rights are not the maximization of social welfare according to half of the maximum discharge of each area,and the optimal allocation is the transmission of the upper limit concentration The sum of quantity andcarrying capacity,the optimal application quantity in the peripheral area is the same as the initial industrialization result,and there is no need to consider the inter-area mutual transmission.In the adjacent areas of middle and late stage of industrialization,the optimal reporting rate is limited by the environmental capacity and reaches the suboptimal state of return of the enterprises and the government.At this time,the optimal batch deficit area will inevitably occur,and the transmission conflicts among the areas will be serious.The central government The pollution jurisdiction of the two places should be merged and the principle of "exceeding the standard of one place and punishing a total of two places" should be implemented so that the two places will adopt the principle of "cooperative inclusion and sewerage" to determine the common optimal declaration amount.
