In recent years,cross-regional water pollution treatment has gradually become an important issue of environmental treatment,and rural cross-domain water pollution has received more and more attention as one of the important links.Among them,cooperative governance provides a new approach to solve the problem of multiple subject participation in cross-domain water pollution treatment in rural areas.Therefore,taking the Y Ri-ver region as the object of study,this paper analyzes the dilemma and formation mechanism of Y River governance through questionnaire investigation and in-depth interview.And on this basis for the Y River cross-regional cooperation governance to provide relevant recommendations.The writing process of the thesis is carried out according to the logical thinking of putting forward questions-analyzing problems-solving problems,which is mainly divided into six parts.The first part is the introduction,mainly aimed at the research background,research significance,research methods and other issues to explain,and to comb the existing literature,sorting out the domestic and foreign cooperative governance related theories in recent years.The logical connection between cooperative governance and environmental governance,as well as the relevant literature on how cooperative governance participates in the special treatment of cross-domain water pollution in rural areas,lays a good theoretical foundation for the further study of this paper.The second part is the definition of related concepts and theoretical basis,which lays a theoretical framework for the analysis of this study;the third part is the research model and empirical design,on the basis of the theoretical analysis above,determine the basic model of this study.And further develop the empirical design,including the determination of the model and research assumptions,and on this basis to carry out the questionnaire and interview investigation design and implementation;In the fourth part is the empirical analysis,first of all,a simple case and investigation description,and further statistical analysis of the results of the questionnaire survey,mainly including the reality of the Y River pollution,the present situation of the treatment of Y River pollution,The initial condition description of Y river cross-region cooperation and the general situation of Y river cross-region governance cooperation mechanism are described.The present situation of Y river cross-region governance is found,including the problems within the vested interest groups,such as insufficient motivation and limited capacity.In the absence of roles and the lack of responsibility,the benefit-impaired groups of the Y River pollution are faced with difficulties in reality,such as poor channels,inadequate authority,and so on.The two groups are also faced with the difficult coordination of interests and the prominent disputes between power and responsibility driven by many factors.The fifth part analyzes in detail the formation mechanism of the dilemma of Y River pollution cooperation management,mainly from the initial conditions and cooperation mechanism two parts of the analysis,in the lack of policy environment,Under the joint action of the lack of initial conditions and the lack of organization mechanism,trust mechanism and benefit mechanism,such as the asymmetric dependence of resources and the lack of cooperation history,the cooperative governance of cross-regional pollution of the Y River is very difficult.No.The sixth part is the reconstruction of the path of cross-regional cooperation governance of the Y River,mainly through the construction of cooperation organization mechanism,supervision and restraint mechanism,tripartite consultation mechanism and information sharing mechanism to form the cooperation motive force and cooperation norm among the multiple subject cooperation.The cooperation consensus and cooperation trust can provide a useful reference for promoting the problem of cross-regional pollution of the Y River.The seventh part is the conclusion and related prospects.On the basis of a brief summary of this research work,the future work of pollution control of Y River is prospected.Furthermore,we hope that the cooperative governance of Y River can provide some useful reference for solving cross-regional water pollution control in rural areas.Compared with the existing research,the innovations that this study may have are mainly reflected in two aspects:First,the innovation of the research topic.At present,the research on cross-regional cooperative governance in China is mainly focused on the urban scope,but not enough attention has been paid to the problem of cross-regional pollution control in small rivers.Therefore,starting from the micro-level,this study studies the micro-mechanism of cross-domain water pollution cooperative governance in remote rural areas,and discusses the important influence of the cooperation mechanism on the construction of the cooperation relationship among the subjects.Try to provide solutions for cross-regional cooperative governance of rural water pollution.Second,the innovation of research perspective.In the period of the reform of the overall governance of the society,it is more aimed at the accumulated disadvantages of the system,and the government starts from itself to improve itself,especially in the rural areas,ignoring the role of the people and other multiple subjects in the governance of the government.From the perspective of cooperative governance thceory,this paper studies the transformation of cross-regional water pollution treatment in rural areas,pays attention to the connection and cooperation between village areas,township governments,and other main bodies,and devolves cross-domain water pollution treatment to a more microscopic governance unit.To find the optimal path of cross-domain cooperative governance in rural areas.
