The 13 th Five-Year Plan of China puts forward the requirements of low-carbon development.At present,there are problems in electric power development such as unbalanced regional power resources,insufficient power supply in remote areas,and adverse effects of coal-fired power supply on energy structure and environment,etc.Photovoltaic power generation is a renewable energy power generation project.It is possible to adjust the energy structure from the supply side to ease the current problems in the development of electricity.The questions,such as how to realize the grid-connected photovoltaic power generation projects and the exit of the state subsidy policy,and how to solve the problem of unbalanced development in photovoltaic power generation regions,are attracting the attention of domestic and foreign researchers.This paper aims to provide enterprises with evaluation basis for photovoltaic power generation project investment and put forward suggestions for improving the national photovoltaic power generation subsidy policy.Based on the economic benefits evaluation theory of construction projects and life cycle theory,this paper selects distributed Huzhou,Zhejiang Province and centralized Zhangjiakou Hebei Province photovoltaic power generation projects,and selects parameters according to “Construction Project Economic Evaluation Methods and Parameters” and the actual situation of the company to conduct financial evaluation and national economy evaluation and environmental benefit evaluation.The research on financial evaluation shows that the key sensitivity analysis factors affecting the economic efficiency of the project are investment,power generation,and subsidy income.And the state subsidy policy is adjusted along with the project economy.Theresearch on national economic evaluation shows that the key sensitivity analysis factors that affect the economic efficiency of projects are investment,power generation,and shadow electricity prices;under the current shadow electricity prices,investment decline is expected to achieve the exit of state subsidy policies around 2019,and realize photovoltaic power generation with grid parity,thus solving the current problems of high power load,power supply shortage and energy structure imbalance.The research on environmental benefit assessment shows that photovoltaic power generation saves primary energy standard coal,reduces emissions of pollutants and greenhouse gas emissions;investment decline and improvement of carbon emission trading market are expected to achieve the exit of state subsidy policies.According to the conclusion of the paper,enterprise investment needs to focus on geographic location,changes in subsidy policies and investment,which can provide guidance for the investment evaluation of photovoltaic power generation projects.The government should take into account regional resource differences and manage local subsidy policies to avoid underinvestment or overinvestment.
