In recent years,China's rail transit industry has entered the forefront of the world.With the implementation of intercity railway network planning and the improvement of urban rail transit network,the construction of rail transit presents a multi-standard and networked development trend.Rail transit will play an important role in residents' travel and social economy in the future.Realizing the multi-standard development of regional rail transit is the direction of China's rail transit in the future.Regional rail transit is a dynamic and large system.Each standard of regional rail transit operates in a different environment and faces different risks.Compared with the singlestandard rail transit,multi-standard regional rail transit will face more risks,which makes the probability of emergencies event higher.Because of the uncertainty and dynamics of emergencies,there are usually missing and dynamic changes in the process of its evolution,which makes it difficult for decision makers to obtain a reasonable decision result in a short period of time.The existing emergency decision-making methods focus on selecting a single emergency disposal plan,which makes it difficult to form emergency linkage between standards and dispatch emergency resource from each standard effectively.To solve the above problems,the main objective of this paper is to analyze the emergencies,emergency management and coordinated emergency decision-making of regional rail transit,as well as to put forward a method of emergency plan decision and a method of emergency resource scheduling decision.First of all,the concept,characteristics,incentives and classification of regional rail transit emergencies are analyzed.On this basis,the concept,characteristics and process of regional rail transit emergency management are analyzed.Then,based on the connotation analysis of emergency decision-making and synergy,this paper puts forward a definition of collaborative emergency decision-making for regional rail transit.And the characteristics,classification,influencing factors,process,necessity and feasibility of the collaborative emergency decision-making are analyzed.Then,based on the analysis of collaborative emergency decision-making for regional rail transit,this paper analyzes the collaborative relationship between each single-standard of regional rail transit and the compatible relationship between each emergency disposal plan of each single-standard.Afterwards,individual emergency effect,individual emergency cost,collaborative emergency effect and collaborative emergency cost are selected as the indicators of emergency decision-making,which reflect the individual information and collaborative information of emergency disposal plan.Then,the individual information and the collaborative information decision indicators are analyzed to determine their calculation indicators.The entropy weight method and fuzzy synthetic evaluation method are combined to calculate the emergency decision indicators,and the basic principles are introduced.Next,based on the analysis of the coordination relationship between each standard of regional rail transit and the calculation of the emergency decision indicators,an multiobjective emergency disposal plan selection model with the goal of maximum emergency effect and minimum emergency cost is built.Based on the analysis of the model,the algorithmic complexity of the model is analyzed and solution algorithm is given.Then,an example is given to verify the model.Finally,the scheduling plan of emergency resource should be quickly formulated on the basis of the emergency response plan.Aiming at the multi-resource and single-point scheduling problem of regional rail transit emergency resource,a multi-objective model with the goal of earliest starting time and the lowest transportation cost is built.The ideal point method is used to solve the model.Then,an example is given to verify the mod...
