Study On The Emergency Mechanism Of Tianjin Rail Transit From The Perspective Of Collaborative Public Management

With the continuous development of China’s economy,in the big cities,the ownership and utilization rate of all kinds of transportation tools are also increasing.The limited transportation resources have been unable to meet the rapid growth of traffic demand,and rail transit industry is rising rapidly in this development condition.As a public service industry,urban rail transit is always a densely populated area and a frequent site of various social security incidents.The safety of urban rail transit is closely related to social security.As a municipality directly under the central government of China,Tianjin is facing huge traffic pressure while developing rapidly in various aspects.How to deal with the relationship between urban rail transit and urban development scientifically has a direct impact on urban development.Therefore,Tianjin urgently needs a more appropriate and applicable emergency mechanism of rail transit to adapt to the needs of urban development in the new era.On the basis of relevant theories and concepts,this paper analyzes the current situation of emergency management of Tianjin rail transit.Through literature analysis,comparative analysis,case analysis and other methods combined with the emergency management status of Tianjin rail transit,We use the case analysis method to find problems,and try to find a suitable countermeasures for the characteristics of Tianjin rail.As for rail transit emergency mechanism,emergency resources and emergency ability insufficiency,the early warning and emergency public crisis response ability weak,the lack of information communication,we analyze its main reasons.And the main reasons are that the rule of law and regulations is not sound,the mechanism is complex,lack of crisis warning system,emergency resources and development needs do not match,and lack of risk consciousness.In view of these reasons and deficiencies,corresponding countermeasures and suggestions are put forward,such as building a new government-enterprise relationship under the concept of collaborative public management,improving the emergency management system,perfecting the legal regulations and emergency plans,and strengthening the support of social publicity and emergency resources.
