Study On Legal Countermeasures Of Urban Community Domestic Waste Classification

With the acceleration of urbanization in China,urban domestic waste has become an important environmental issue.According to the "Implementation Plan for Domestic Waste Classification System" and the "Notice on the Comprehensive Implementation of Domestic Waste Classification in Cities at the National Level and Above",it is required that 46 cities across the country should basically establish a domestic waste sorting system by the end of 2020;Classes and above cities should basically complete a domestic waste sorting system by the end of 2025.This requires localities to make effective and effective regulations on the classification of domestic waste according to their own circumstances.In practice,the community is one of the most important areas for producing municipal solid waste.Research on the legal issues related to the classification of domestic waste in urban communities can better serve the classification of urban domestic waste and provide management problems for urban communities.This paper is divided into three parts: introduction,body and conclusion.The introduction mainly introduces the relevant background and research status of urban community domestic waste classification,and introduces the research methods and innovations of this paper.The text is divided into three parts.The first part describes the related concepts of urban community waste classification and discusses the necessity of urban community waste classification.The second part introduces the problems existing in the current classification of urban community domestic waste,including the imperfect legal system of urban community domestic waste classification,the imperfect public participation mechanism and the ineffectiveness of harmless treatment.The third part is based on the relevant legislative experience on the classification of domestic community waste in urban communities,and puts forward suggestions on the problems existing in the classification of urban community domestic waste,including by clarifying the legal orientation of the residents committee and regulating the classification of urban community domestic waste.To improve the legal system for the classification of municipal community domestic waste;to improve the public participation mechanism by improving the public information informed mechanism,public supervision mechanism,and public incentive mechanism;to implement the progressive implementation of the garbage collection system and enhance the professional capacity of resource recycling enterprises and property management companies.To improve the harmless treatment capacity of urban community living garbage.The conclusion part of the research ideas of this paper is sorted out,and the content of this paper is summarized.
