China's economy is entering the stage of high-quality development.In the past,the extensive economic development model characterized by "high investment,high energy consumption,high pollution,and low efficiency,is unsustainable.In 2015,the CPC Central Committee put forward a new concept of "innovation,coordination,green,open and shared development,at the Fifth Plenary Session of the 1sth CPC Central Committee.Green development has become the primary concept and imperative development method in the context of high-quality development of the modem economy.In view of the extermal characteristics of environmental pollution problems and the public goods attributes of the environment,it is difficult to solve environmental pollution problems simply by relying on market mechanisms.Environmental regulation has become an effective breakthrough to make up for market failures and solve environmental pollution problems.At the same time,the innovation of new technologies brought about by environmental regulation,especially green technology-oriented innovation,plays a key role in reducing environmental pollution.Therefore,green technology innovation has become a powerful means and effective interface for balancing economic growth and environmental protection.How to stimulate green technology innovation through different environmental regulation tools to promote green economy transformation is of great significance.Taking green technology innovation as an entry point,this paper brings environmental regulation,green technology innovation,and green economy into the same research framework.Based on relevant theories such as environmental economics,regulatory theory,and economic grovrth,it aims to clarify the mechanism of environmental regulation tools acting on green economy growth through green technology innovation channels.We will improve the research framework of environmental regulation policy driven by green innovation and provide theoretical support for the transformation of green economy through green technology innovation.First of all,this paper analyzes the current situation of environmental regulation,green technology innovation and green economy in China,and combs the relevant literature to analyze the relationship between environmental regulation,green technology innovation and green economy.To form an overall analytical framework.Secondly,taking the panel data from 30 provinces and cities in China from 2006 to 2016 as a research sample,the paper analyzes the nonlinear effects of different types of environmental regulations on green technology innovation and green economy based on the model of dynamic smooth transfer of panels,and explores the reasonable means and appropriate intensity of environmental regulations.At the same time,in order to test the credibility of the empirical results,the robustness test and regional heterogeneity analysis were carried out.Finally,the intermediary effect model is used to test the conduction mechanism of green technology innovation in the process of environmental regulation affecting green economy.According to the above research findings:(l)Promoting green technology innovation depends not only on environmental regulation measures,but also on the intensity of environmental regulation.Market incentive environmental regulation will promote green technology innovation significantly only after smooth transfer exceeds the threshold,and colmand-controlled environmental regulation will not promote green technology innovation significantly.(2)Both kinds of environmental regulation methods have a significant role in promoting the green economy after smooth transfer exceeds the threshold.Environmental regulation intensity and green economic development have a significant non-linear relationship in the transformation of high and low systems;Among them,market incentive environmental regulation has significantly greater effect on green economy than command control.(3)Heterogeneity analysis shows that in the three major regions of the East,Central and West,different types of environmental regulation measures have different effects on green technology innovation and green economic development,among which the eastern region has its advantages in terms of economy,location,and technology.Both kinds of regulatory measures play a proper role in promoting green technology innovation and green economic development.(4)Analysis of the transmission mechanism shows that environmental regulation means and green technology innovation are the two major driving forces for promoting green economy growth.The specific manifestation is that market incentive environmental regulation policies promote green economy development by promoting green technology innovation.Based on the research results of this paper,the following policy implications can be obtained:First,in order to solve the problems of environmental protection and economic development,we should correctly play the role of different environmental regulations in driving green technology innovation.Secondly,the govenument's rational use of environmental regulation measures can become a "catalyst" for the transformation of the green economy.Finally,according to the different characteristies of different regional economic development,different environmental regulation policies are implemented to give full play to the promotion of green technology innovation and green economy.First,from the perspective of research,different types of environmental regulation measures are systematically analyzed in the same research framework as green technology innovation and green economy.Second,in the selection of variables,this article draws on the "green patent" classification method in the "green patent statistics report,in the official website of the state intellectual property office to search the relevant keywords to obtain green patent data to measure green technology innovation.Compared with the patent data measurement technology innovation used in most literatures,this measurement method not only reflects China's technological innovation ability,but also highlights the relevant connotation of”green";Thirdly,in the research method,the smooth transfer model of panel is constructed,the nonlinear relationship between different types of environmental regulation measures and green technology innovation and green economy is tested,and the mechanism of intermediary conduction between the three is identified and analyzed by using the system GMM method.
