Food security is an important cornerstone for maintaining national security. The balanced development of China's three major grain functional areas is the basis for promoting high-quality agricultural development, but the grain production situation of the three major grain functional areas has changed to varying degrees, posing a potential threat to the maintenance of national food security in the new period. Both the Central Economic Work Conference and the 2020 Central Document No.1emphasized“to stabilize the grain planting area, stabilize grain output, promote the agro-ecological environment governance, and protect the cultivated land plan ”.Therefore, studying the changes in the ecological footprint and ecological carrying capacity of cultivated land in the three major grain functional areas in China will help to clarify the consumption and production potential of cultivated land in the three major grain functional areas, and consolidate the grain production responsibilities in the grain sales area and the production and sales balance area To fully implement the sharing of food security responsibilities and ensure food security in China. In this context,Based on the relationship between the ecological footprint of cultivated land and ecological carrying capacity and grain production capacity, the article compares the status of grain production and grain production capacity in the three major grain functional areas.,and based on this, put forward hypotheses on the ecological footprint and ecological carrying capacity of cultivated land in the three major grain functional areas. Then combined with the influencing factors of ecological footprint and ecological carrying capacity of cultivated land and the research results of relevant scholars, the index system of ecological footprint and ecological carrying capacity of cultivated land in the three major grain functional areas was constructed, and then the ecological footprint model of cultivated land was used for the three major grain functions. The ecological footprint, ecological carrying capacity and ecological footprint index of the cultivated land in the district are measured, and the empirical results of the ecological footprint and ecological carrying capacity of the three major grain functional areas are compared and analyzed;finally, based on the empirical analysis results, combined with the use of cultivated land in the three major grain functional areas The current situation provides targeted policy suggestions on how to scientifically and rationally use cultivated land and implement the food security responsibilities of the three major food function areas. The main research conclusions of this paper are as follows:(1)There is a tendency of “non-grainization” in the use of cultivated land in the grain sales area and the production and sales balance area, and the grain supply is overly dependent on the grain production area.(2)The ecological footprint and ecological carrying capacity of cultivated land in the three major grain functional areas have significant inter-regional and intra-regional differences.First, the total ecological footprint and ecological carrying capacity of cultivated land are the highest in the main grain production area, followed by the grain production and sales balance area, and the lowest grain main sales area, but the increase in the ecological footprint and ecological carrying capacity of cultivated land in the three major grain functional areas is The grain production and sales balance area is the highest, followed by the grain production area, and finally thegrain production area. The second is that although the ecological footprint index of cultivated land in the three major grain functional areas has increased to varying degrees during the same period, the differences between the regions and between the provinces in the region are outstanding. The ecological footprint index of cultivated land in the grain production and sales balance area has always been in a leading position, and the cultivated land has shown strong sustainability;the ecological footprint index of cultivated land in the grain sales area has also improved, and began to surpass the grain production area in 2004,ranking second The ecological footprint index of cultivated land in the main grain producing areas has always been at the lowest position, especially the ecological footprint of cultivated land in the four provinces of Henan,Shandong,Jiangsu, and Hunan is always less than zero.(3)The food production capacity is closely related to the cultivated land ecology, and the relationship between the two is affected by the level of science and technology. At the same time, the changes in the ecological carrying capacity of cultivated land are basically consistent with the changes in grain production capacity, indicating that the ecological carrying capacity of cultivated land is of great significance for grain production capacity. In view of the above conclusions, the paper puts forward corresponding countermeasures and suggestions according to the specific conditions of different grain functional areas: first, the grain marketing area should take advantage of the provinces to comprehensively increase grain production capacity;Responsibility for food security;third, the main grain-producing areas should adapt to local conditions,do a good job in arable land rotation and fallow cultivation, and realize grain storage on the ground...
