Under the general trend of economic globalization,the global characteristics of natural disasters are becoming more and more obvious.The serious natural disasters that have occurred in some countries have developed to a level that spans countries and regions,Far more than a country can afford.Although disaster reduction and relief as an important measure for mankind to maintain its own security and seek a path of harmonious and sustainable development,International attention has been paid,but still not enough.More countries need to carry out extensive and in-depth efforts in disaster reduction and relief Cooperation.As China and South Korea are geographically separated by the sea.Geographical location is very close,because of the interests of the closely related should help each other.The two countries are facing the huge challenges of natural disasters such as typhoons and earthquakes.It is particularly important to carry out close cooperation in the field of disaster reduction and relief.The Chinese and South Korean governments have long agreed on this and extensively participate in disaster reduction cooperation under the UN framework and regional multilateral cooperation.In 2015,China and South Korea signed a memorandum of cooperation in the field of disaster management between the disaster emergency management agencies,but the two countries have insufficient understanding and research on the other country,and the emergency management departments of the two countries have undergone organizational reforms,resulting in a lack of cooperation.Obviously,there is a problem of lack of specific cooperation programs.Therefore,this article studies the cooperation in natural disaster emergency management between China and South Korea,compares the emergency management systems of the two countries,analyzes the cooperation framework and cooperation achievements in the field of disaster between the two countries,and the existing problems of cooperation,and explores the development of bilateral cooperation between China and South Korea.Specific plan,proposed to promote the regularization of China-Korea disaster management cooperation meetings,organize seminars and other personnel exchanges,and implement joint disaster relief drills,etc.,in order to optimize the international cooperation in natural disaster emergency management between China and South Korea,and enhance exchanges in disaster response Provide advice on cooperation.By sorting out the concepts and theoretical foundations of natural disaster emergency management,collating the foundations of natural disaster emergency management cooperation between China and South Korea,comparing the natural disaster emergency management systems of the two countries,and analyzing the achievements and problems of the cooperation between the two countries in the field of disaster management.At the same time,it draws on international cooperation between other countries(governments)and proposes cooperative countermeasures for natural disaster emergency management between China and South Korea.Specifically,China and South Korea’s natural disaster emergency management cooperation is promoted by establishing a disaster prevention and mitigation community,strengthening information and technology sharing,strengthening disaster reduction and relief capacity building,and promoting disaster safety culture.
