Mountain flood refers to the sudden and sudden surface runoff caused by rainfall in small watershed in hilly areas,which can be accompanied by debris flow and landslide under appropriate conditions.Shandong province is one of the most serious mountain flood disaster provinces,mountain flood disaster to carry on the accurate analysis and the research,has the important significance to the mountain flood disaster prevention and the remediation.Mountain flood is a kind of natural disaster,and its management concept gradually changes from the reduction of disaster degree to the reduction of disaster risk,so it should be basically equivalent to the method of social management of natural disaster.The basic link and necessary steps for the implementation of mitigation measures and policies are risk assessment.Systematic and forward-looking risk assessment is not only conducive to promoting sustainable development and maintaining social stability,but also can significantly improve human's ability to resist natural disasters.However,a scientific and perfect assessment method has not yet been formed.Based on the actual situation of mountain flood disaster in shandong province,this paper starts from the three levels of province,county and village to carry out multi-level mountain flood disaster risk assessment in shandong province.The main research contents and results are as follows:(1)In this paper,the history of shandong province mountain torrent disaster data are collected,and USES the statistical test analysis of shandong province mountain torrent disaster time distribution characteristic,summarizes the mountain torrent disaster part index changing with time and frequency analysis at the same time,combining ArcGIS tool,preliminarily determine the mountain torrent disaster frequency around the city in shandong province,and according to the history of mountain torrent disaster data information in detail,certain counties of shandong province mountain flood disasters.(2)This paper introduces the DPSIR model in the mountain torrent disaster riskassessment,indicators to redefine the model,the model of internal relations,make it meet the demands of mountain flood disasters,and formed the mountain flood disasters can be applied to the DPSIR model after improvements,and with the aid of the improved DPSIR model,selection of mountain torrent disaster risk evaluation indicators,construction of mountain torrent disaster risk evaluation based on DPSIR model library.Secondly,based on the DPSIR model of internal relations,the introduction of factors and the comprehensive risk degrees,based on DPSIR model building of mountain torrent disaster factor and the comprehensive risk degrees calculation model,and USES the grey correlation method to measure of the comprehensive risk degrees of the influence of sensitivity analysis is conducted,which formed a complete set of mountain torrent disaster risk evaluation based on DPSIR model theory and method.(3)Based on DPSIR model based on the theory and method of risk assessment,the rizhao wulian county was carried out in small watershed as a unit of mountain torrent disaster risk evaluation,the wulian county-the five kinds of mountain torrent disaster factor of small watershed comprehensive risk degree distribution diagram and the mountain flood disasters,implements for the small watershed in wulian mountain torrent disaster risk assessment.On this basis,this paper extracted the villages along the river in the mountain flood disaster risk basin of wulian county,and carried out mountain flood disaster risk assessment with the villages along the river as the research unit,obtained the mountain flood disaster risk degree of the villages along the river in the key small watershed of wulian county,and realized the accurate location of mountain flood disaster risk points.Finally,this paper analyzes the sensitivity of the five factors affecting the comprehensive risk degree of riverside villages,and obtains the sensitivity of the five factors,which provides a basis for the flood control work of riverside villages in wulian county,helps to improve the efficiency of mountain flood disaster prevention and control,and achieves the maximum flood control results with the lowest cost.(4)Based on the comprehensive evaluation method of mountain flood disaster in riverside villages,this paper evaluated the key villages along the river in thedangerous small watershed of wulian county.By calculating the flood control capacity,the submerged population of the villages was determined,the hazard area map was drawn,and the dangerous households of mountain flood disaster were accurately located,so as to provide a basis for mountain flood prevention and control in riverside villages.
