Beleaguered Governance:The Operation And Dilemma Of Rural Environmental Governance

This paper uses case study as the main research method to learn about operation process of the settlement environmental remediation action in Town A for three months of participatory observation in the Habitat office.At the same time,through the relevant personnel to conduct in-depth interviews,we get much information of the goal setting,performance appraisal,operation mechanism,etc.a lot of valuable information.On this basis,the article tries to describe the operation process of the settlement environmental remediation action,and briefly explains why it is failing,and provides new discoveries for explaining the current plight of the rural habitat environment.By sketching out the operation process of the settlement environmental remediation action in Town A,this paper shows the mobilization coordination,implementation process and inspection and acceptance of the habitat environment remediation action.This paper thinks that vertical pressure,process control and oversight accountability are becoming important features of rural environmental governance in Town A,and analyze their impact on the action of human settlements.Based on the existing theories,this paper analyzes the reasons for the failure of the settlement environmental remediation action in Town A,and thinks that vertical pressure,process control and oversight accountability play an important role in it.First,the increasing vertical pressure to a certain extent affects the integrity of the grass-roots government,and weakens the ability of grass-roots government to coordinate departments,making it more difficult to collaborate within the grass-roots government.Second,when the policy objectives are not suitable for local conditions,strict process control forces the grass-roots government to engage in formal work in order to complete the various process indicators.However,the increasing number of process indicators make the grass-roots government unable to really implement the work.The grass-roots government only continue to strengthen the formal work,promoting governance towards formalization.Third,the higher government exerts more restraint on the grass-roots government and the grass-roots cadres,and introduces the people to participate in the supervision of the grass-roots government.However,due to the lack of a perfect public opinion supervision system,some people to seek personal benefits through complaints and reporting,and unorganized public participation also disrupts the day-to-day operation of grass-roots government.As a result,many grass-roots cadres have chosen to alienate the people,and the relationship of the grass-roots government and the people become more alienated.
