Study On The Dilemma And Countermeasures Of The Implementation Of Township Environmental Protection Accountability

With the acceleration of industrialization and urbanization,the problem of environmental pollution in China has become increasingly serious.Frequent environmental pollution events have a great negative impact on the whole society,and the people's production and life are also troubled by environmental crisis to some extent.Governments at all levels in China play a pivotal role in the construction of the ecological environment,and should be held accountable for providing the masses with a good ecological environment.However,some local governments have been pursuing economic benefits too much,and have not paid enough attention to the problems that may cause damage to the ecological environment during the development process,failing to actively assume corresponding environmental protection responsibilities.The purpose of environmental accountability is to investigate the main responsibilities of government departments and their related cadres,improve their awareness of environmental responsibilities,and compact the responsibility for ecological environmental protection.The academic community has conducted in-depth research on environmental accountability issues,and has conducted more specific research on the connotation of related concepts,the structure of the system,and countermeasures for dilemmas.However,the current research on environmental accountability mostly relies on the existing accountability results,and focuses on analyzing the shortcomings of the existing system.Most of the countermeasures and suggestions are based on the perceptual knowledge of the accountability systems in Western countries,which cannot be truly and effectively.Analyze the current status of environmental accountability in China's current national conditions,and do not really reveal the problems existing in China's grassroots environmental accountability.This study is based on the theory of public goods,the theory of responsible government,and the theory of principal-agent.Based on the existing research results and practical experience of environmental accountability,161 township environmental accountability cases that occurred in T city from 2013 to 2019.Based on the analysis,the dilemmas existing in the practice of environmental protection accountability of townships and villages are further elaborated,including the narrowness of accountability subjects,insufficient accountability,insufficient punishment effects,lack of credibility,and low publicity of accountability results.And based on this,further analyze the reasons for the dilemma in the implementation of environmental accountability in townships.Finally,on the basis of theoretical explanation and fact analysis,according to the enlightenment of environmental accountability in foreign countries,it puts forward the concept of fostering cultural awareness of environmental accountability,improving the internal elements of township accountability systems,improving supporting measures and systems,and improving environmental protection laws and regulations.Effective countermeasures provide a feasible path for the healthy development of environmental accountability.
