In recent years,the “Belt and Road” countries have experienced rapid economic growth and have become an important force driving world economic growth.However,the traditional economic development model has caused excessive consumption of resources and severe deterioration of the ecological environment.High-speed economic growth has not promoted the simultaneous improvement of welfare.The fragile ecological environment poses enormous challenges to the economic development and welfare of all countries.In 2003,General Secretary Xi Jinping proposed a major strategic deployent to build the “Belt and Road” initiative.In order to share the concept of ecological civilization and promote the sustainable development of the “Belt and Road” countries,the relevant departments jointly issued the “Guiding Opinions on Promoting the Construction of the Green Belt and Road”.This paper takes the “Belt and Road” countries as a typical case,and has important guiding significance for the study of its ecological welfare performance and its influencing factors.Based on the SBM directional distance function and the Luenberger total factor productivity function,this paper measures the ecological welfare performance and its decomposition factors of 57 countries in the “Belt and Road” from the static and dynamic perspectives,and then uses the Tobit regression model for the “Belt and Road” countries.An empirical analysis of the factors affecting the“Belt and Road”countries.The results show that:(1)The “Belt and Road” national ecological welfare performance level is not high,and the gap between countries is large.The “one area”countries have higher ecological welfare performance levels than “one road” countries,and China's ecological welfare performance level is lower..The main reason for the low level of “Belt and Road” ecological welfare performance is the excessive consumption of ecological footprint in the input segment,excessive energy consumption and excessive carbon dioxide emissions.The loss of ecological welfare performance in the input segment is greater than that at the output end.The improvement of scale efficiency is the main factor for the improvement of the ecological welfare performance of the “Belt and Road” countries.The huge differencein technical efficiency is the main reason for the huge difference in the performance of member countries' ecological welfare.(2)From the dynamic point of view,except for the rest of 2002-2013,the performance of ecological welfare has improved,but the increase is small.The main driving factor for the improvement of ecological welfare performance is technological progress,and technical efficiency is an important factor that restricts the change of ecological welfare performance.(3)There is a significant positive correlation between forest greening,economic growth and ecological welfare performance.The degree of urbanization and industrialization is significantly negatively correlated with the performance of ecological welfare.The opening up and technological progress Wei passed the significant test.There are also differences in the impact of various factors on the performance of ecological welfare in different regions.The main research innovations of this paper are as follows: First,taking 57 countries in the “Belt and Road” as the research object and taking the ecological welfare performance as the theme,it not only enriches the ecological welfare performance,but also enriches the research content at the national level.The research enriched contents of the “Belt and Road” countries.Second,Based on the SBM directional distance function and the Luenberger total factor productivity function,this paper The ecological welfare performance and its decomposition factors of 57 countries in the “Belt and Road” from the static and dynamic perspectives was measured in this paper,providing new research methods for ecological welfare performance...
