| (1)Mineral resources are the basic material conditions for human social and economic development,and their social value is quite high.The long-term rough development and utilization has produced a series of side effects,among which the negative ecological effects such as environmental pollution and ecological destruction are particularly prominent.At present,the market-oriented ecological compensation in mining areas still has problems such as the difficulty of quantitative analysis of ecological protection standards and the single channel of ecological compensation funds.The report of the Nineteenth National Congress of the Communist Party of China stated that "establishing a market-oriented and diversified ecological compensation mechanism" is an inevitable improvement of China’s ecological compensation mechanism.It is on the agenda to make full use of marketization to achieve the optimal allocation of ecological compensation resources.This paper first reviews the domestic and foreign literature on the relevant content of ecological compensation and the research progress of ecological compensation standards,expounds the connotation of market-based ecological compensation,and then discusses the impact of mining area development on the ecological environment based on the ecological compensation status of Huayuan County,and proposes to establish a market The standard model of ecological compensation is introduced,and the price fluctuation coefficient of mineral products is introduced to calculate the amount of compensation.The compensation standard model established by analysis is verified to be reasonable.Finally,using the research results,the market-oriented ecological compensation countermeasures are proposed.The main research results and conclusions are as follows:(1)The development of the mining area in Huayuan County caused serious environmental pollution and ecological damage.At present,Huayuan County has preliminarily issued some ecological compensation policies related to mining areas,such as the establishment of mine geological environment management reserves,the implementation of ecological compensation and emission rights trading pilots,and the implementation of environmental pollution liability insurance pilots.,The lack of relevant laws,regulations and technical standards.(2)Established a market-based ecological compensation standard model for mining areas.The compensation standard is composed of two parts:ecological damage loss and environmental pollution loss.The price fluctuation coefficient is introduced from a dynamic perspective.The valuation of the mineral product development project and ecological compensation are calculated through the model The price,based on the relevant theory,accounts for the ecological compensation of different mineral products.(3)According to the environmental pollution loss caused by the mining of manganese mining in Huayuan County,Xiangxi Autonomous Prefecture,the calculated ecological compensation standard is 1.03%of sales.This standard enterprise is acceptable compared with some regions at home and abroad.The collection standard has certain reliability.With the economic development,the output and sales of mines in Huayuan County have increased year by year,and the value of ecological compensation prices has also increased year by year.In the past few years from 2012 to 2015,the coefficient of change in compensation standards has declined instead.It was not until 2016 that the social government realized the importance of ecological protection gradually.(4)From the perspective of marketization,put forward corresponding perfect countermeasures for China’s ecological compensation,mainly from the diversification of compensation methods,the improvement of the compensation standard system,the marketization of prices,the improvement of the mining market system,the informationization of ecological compensation supervision,transparency and ecology The diversification of product transactions and other aspects to improve,to provide a favorable reference for accelerating the process of market-oriented ecological compensation in China’s mining areas. |
