Ganquan Railway,as a key project to solve the development and transportation problems of Taben Tolgoi Coalfield,Oryun Tolgoi Copper Mine and Oberchagan Coalfield in Southern Gobi Province of Mongolia, ensures its normal transportation, which not only benefits the cooperation between China and Mongolia in the field of resources and energy, realizes complementary advantages, but also promotes the development of bilateral economic and trade relations in a deeper and broader way.Important measures to coordinate with China's new resources and energy strategy. However,in July 2018,Ganquan Railway suffered the greatest flood hazards since the operation of the line, resulting in serious problems such as the erosion of bridge cones, the excavation of roadbed slopes, the breakdown of sidewalks, the erosion of some poles along the line, the pollution of water wells, the breakdown or flooding of access roads and so on.The flood control system of Ganquan Railway is seriously inadequate. Before the disaster, the flood control system can not detect and warn accurately in time, and the flood control facilities equipped with part of the lines during the disaster are inadequate to effectively prevent the damage of the flood. Therefore,in order to clearly grasp the flood control capacity of the Ganquan Railway and timely and effectively supplement the short board to prevent the same accident from happening again, this article takes the Ganquan Railway as a research example and selects 22 influential factors to construct the flood control evaluation of the Ganquan Railway.System, and use BP neural network to comprehensively evaluate the flood control system of Ganquan Railway. The specific research content is as follows:(1)Based on the impact of floods on human daily life and railway transportation, this thesis expounds the importance of the evaluation system of railway flood control system, and leads to the significance and purpose of this study.Taking Ganquan Railway as an example,it expounds the flood disaster system and its risk, and the railway flood control system.(2)According to the current status of the Ganquan Railway,22 methods were selected as indicators of the evaluation system of the Ganquan Railway by using frequency statistics, cluster analysis, empirical judgment, and expert evaluation methods, and 22 were selected according to the analytic hierarchy process and cluster analysis. The indicators are summarized into three criteria layers: structural rationality, functional perfection, and coordination degree.Among them, structural rationality includes 7 indicators, functional perfection includes 7 indicators, and coordination degree includes 8 indicators.(3)BP neural network is selected as the evaluation method of Ganquan Railway flood control system. Then, the evaluation model of Ganquan Railway Flood Control System based on BP Neural Network is established. The specific evaluation process, evaluation index quantification, training sample selection, index weight conversion, network output standardization and other related problems and algorithms in the model are discussed.(4)The index types and grade intervals of Ganquan Railway flood control index are divided;then 70 training samples are selected by TOPSIS method, and the optimal hidden layer node number is 8 by using the neural network tool of matlab. The comprehensive evaluation results of Ganquan Railway flood control system and the influence weights of each index are 0.5204,which is generally flood control level. Finally, according to the results of comprehensive evaluation and the weight of each index, the current situation of Ganquan Railway Flood Control System is analyzed and evaluated, and suggestions for improvement are put forward.
