Railway is an important national infrastructure. Since the reform and opening, the railway construction in China has been developed rapidly, bringing great social and economic benefits to the country and the people. But at the same time, it has caused serious eco-environmental problems, such as soil erosion, destruction of vegetation, decrease in biodiversity and so on. Ecological environment problems of the railway projects have become to be one of the important subjects in the fields of environmental protection and project management. Post-project eco-environmental impact evaluation of the railway has become an important part of post-project environmental impact evaluation of the railway projects. There was few theoretical studies and outcomes on the past-project eco-environmental impact evaluation.No unified post-project eco-environmental impact evaluation index system has been formed. There was no feasible quantitive model to evaluate the impacts. So, it is necessary for further research and discussion on the index system and quantitative model.This paper is based on a large number of literatures, analysis and summary of the previous’researches on the post-project eco-environmental impact evaluation. According to their own characteristics and eco-environmental impact of the railway, the paper puts forward an index system for post-project eco-environmental impact evaluation of railway projects,and then discusses the evaluation methods commonly used to evaluate the eco-environmental impact of railway projects.Combined with the established index system, the paper uses the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method to establish the fuzzy comprehensive evaluation model for some indictors which are difficult to quantify. In this way, it can combine the expertise with rigorous quantitative analysis effectively to quantify the qualitative and semi-quantitative indicators.According to established index system and quantitative models for post-project eco-environmental impact evaluation of the railway projects, the paper takes Chengdu-Dujiangyan fast iron as an example to evaluate its impact on the surrounding ecological environment and along by combining quantitive analysis with qualitative analysis. And then,the results comes to be4.67.This indicate that the construction of Chengdu-Dujiangyan fast iron has little eco-environmental impacts to the surrounding ecological environment and along. Eco-environmental protection measures proposed in the environmental impact assessment report had been strictly implemented in the process of it’s design and construction. The work of eco-environmental protection was completed very well. The index system and quantitative models established for post-project eco-environmental impact evaluation of the railway projects in this paper laids a solid foundation to establish and improve the post-project evaluation theories and the correct investment decision-making of the railway projects in China.
