An Analysis Of The Differences In The Implementation Of Local Government Environmental Protection Policies In The Context Of Environmental Protection Interviews

The environmental protection interview is a new measure of the government's environmental protection work under the new situation.It innovatively breaks the traditional relationship between blocks,and directly addresses the core issues of local environmental protection in the form of face-to-face talks between the ministry of ecology and environment(formerly the ministry of environmental protection)and local governments.In the context of environmental protection interviews,the implementation of environmental policies of some local governments interviewed shows totally different situations.According to statistics,in the 76 local governments interviewed during 2014-2018,there were not only iron fist pollution control sample cities represented by Linyi City,but also many cities interviewed again,such as Linfen City.Based on the consideration of the facts,the research focuses on the following issues:(1)what are the mechanisms and effects of environmental protection interviews in the implementation of local environmental policies?(2)what are the differences between the implementation of environmental protection policies in Linyi and Linfen before and after the environmental talks?(3)what are the key factors behind the differences in policy implementation?In order to solve the above problems,Linyi and Linfen are selected as the research objects.By using the text analysis method and the "Ambiguity-Conflict Model",this paper analyzed the changes of policy discourse and implementation behavior between the two places before and after the interview,and deeply explored the differences of policy implementation characteristics.By using the case analysis method,it reproduced the key links of policy transformation,and analyzed the key factors affecting the differences of policy implementation.Based on the theoretical review and empirical analysis,the research finds that:(1)After the environmental protection interview,the policy implementation of the two places shows obvious differences in the three levels of policy attribute,implementation effect and special phenomenon.After Y city was interviewed,the fuzziness of environmental protection policies was reduced and conflicts were enhanced.The execution characteristics were changed from experimental execution to political execution,and the execution intensity was significantly enhanced,resulting in the"over-fulfillment phenomenon".The ambiguity and conflict of policies in city F have been improved,and the execution intensity has not changed significantly.It still maintains the characteristic of symbolic execution,and finally,the phenomenon of data fraud appears.(2)To investigate its reason,the three factors play crucial roles:the differences of local industrial structure and space layout of the directly determine the difficulty of environmental policy implementation and the effect of the difference,and a reverse change political negative incentive is the important reason for the enforcement appear difference,informal incentive factors such as the support of the government at a higher level is the key to determine efficient execution time length.In this regard,the paper explores the path choice to improve the implementation effect of local government policies from three dimensions:industrial structure,government supervision and participants.(3)Studies have shown that the dominant elements of different policy implementation features in the "fuzzy-conflict" model have not changed in the special context of environmental protection interviews,but the conditions and specific interpretations of the dominant elements have changed.These elements essentially affected this change.In this regard,the study made further adaptable amendments to the original model,and explored ways to improve the implementation of local government policies from the three dimensions of industrial structure,government supervision,and participating subjects.
