| For a long time,the heavy pollution industries have played a very important role in China’s economic growth,but the resource and environmental problems caused by the heavy pollution industries have always been prominent.Nowadays,under the background that China’s economic development has entered a new normal condition,the total industrial system has entered a new stage,and the construction of ecological civilization has been continuously deepened,the heavy pollution industries are required to achieve their own long-term and healthy development through green transformation and upgrading.This article first used the Tapio state analysis model to define the current state of green transformation and upgrading of every single heavy pollution industry;then established a green transformation and upgrading influence factors panel data regression model,analyzed influence factors’ direction and extent of the impact on the green transformation and upgrading of the heavy pollution industries;finally,based on the above conclusions,we provided implementation path choices for the heavy pollution industries at different stages of green transformation.The specific research findings are as follows:First,according to the decoupling index calculated from the data in the period 2007-2017,it can be found that the green transformation and upgrading effect of China’s heavy pollution industries is lower than the total industrial average.Among these heavy pollution industries,six industries including Manufacture of Textile(C17)got a better transformation and upgrading effect,which means they are at the mature stage of green transformation and upgrading;another six industries including Processing of Food from Agricultural Products(C13)got a normal transformation and upgrading effect,which means they are at the developmental stage of green transformation and upgrading;the rest four industries including Mining and Washing of Coal(B06)got a worse transformation and upgrading effect,which means they are at the initial stage of green transformation and upgrading effect.Second,the regression results of the influence factors showed that the impact direction of every single factor on the green transformation and upgrading of different survey subjects is basically similar,but there are some factors that have different impact directions on the heavy pollution industries were classified into different levels according to their effect of green transformation and upgrading.For example,independent innovation is not conducive to the green transformation of total heavy pollution industries,but it promotes the green transformation of the first-level heavy pollution industries subdivided among them,indicating that there is industry heterogeneity among heavy pollution industries.These conclusions are the source of ideas for the path design of green transformation and upgrading.Third,based on the previous results like the current status of green transformation and the analysis of influence factors of heavy pollution industries,this paper proposed green transformation and upgrading path choices from the aspects of technological innovation,environmental regulation and open cooperation.These paths provide references for enterprises in the heavy pollution industries and relevant government departments when making decisions. |
