At present,my country's economy is developing rapidly,and the process of urbanization and industrialization is accelerating.However,it is also facing the problem of coordinated development of energy-economy-environment-climate.As a major sector of raw materials,intermediate products and terminal energy supply in the industrial system,high energy-consuming industries are also the most important and basic industries in China.They connect many upstream and downstream industries and occupy an important position in my country's overall economic structure.Therefore,it is of great practical significance to carry out research on energy-saving and emission-reduction collaborative control in high-energy-consuming industries for my country to adjust its industrial structure,eliminate backward production capacity targets,and build a resource-saving and environment-friendly society.This article takes six major energy-consuming industries in my country as the research object,and explores the synergy effect and influencing factors of energy conservation,greenhouse gas emission reduction and air pollutant emission reduction in the industry.First,through the SBM-DDF model in the data envelopment analysis method,the overall efficiency and the efficiency of each factor of the high-energy-consuming industry from 2006 to 2015 were measured,and a comparative analysis was carried out.Second,based on the efficiency calculation,the theory of synergy was combined,Constructed a synergy measurement model composed of three subsystems of energy saving,greenhouse gas emission reduction and air pollutantemission reduction,and comparatively analyzed the synergy effects among energy-saving emission reduction subsystems and composite systems of China's six major energy-consuming industries;finally,based on Existing literature and related theories have selected the main factors affecting the synergy effect of energy saving and emission reduction in high energy-consuming industries,and proposed seven effects of environmental regulation,R&D investment,energy consumption structure,property rights structure,internal income,openness to the outside world,and human resource structure.Factor assumptions,establish a panel Tobit regression model for analysis.The specific research conclusions are as follows:(1)From 2006 to 2015,my country's high-energy-consuming industries' greenhouse gas emission reduction efficiency and atmospheric pollutant emission reduction efficiency showed an overall upward trend.Among them,the non-ferrous metal smelting and rolling processing industry and chemical raw materials and chemical products manufacturing industry have the largest increase in greenhouse gas emission reduction efficiency,and eventually close to 1.0.The energy-saving efficiency of high-energy-consuming industries is basically in a slowly increasing trend except for the metal and mineral products industry,indicating that my country's energy-saving policies are relatively stable and sustainable.(2)The synergy between composite systems and subsystems in the six high-energy-consuming industries from 2006 to 2015 showed an overall increasing trend.Only the non-metallic mineral products industry showed a significant decrease in the degree of synergy among systems in the remaining industries.There are small fluctuations.The reason for the weakened synergistic effect is that the order of the air pollutant emission reduction subsystem is reduced,resulting in a lower degree of synergy with the air pollutant emission reduction subsystem,indicating that the key to improving the level of collaborative control of energy saving and emission reduction is to increase the air pollutant reduction Row level.(3)Tobit regression analysis results show that environmental regulatory factors,R&D investment factors,property rights structure factors and human resource structure factors all have a significant positive impact on the coordination of energy-saving and emission reduction systems in high-energy-consuming industries,and energyconsumption structural factors have a high impact on high consumption The coordinated development of energy-saving and emission-reduction systems in the energy industry has a significant negative impact.Internal revenue factors and openness factors have positive and negative effects on the coordination of energy-saving and emission-reduction systems in high-energy-consuming industries,respectively,but not significantly.
