Resource conservation and environmental protection have always been important issues in China's economic development,as well as the key factors to promote the process of sustainable development.As a resource and energy consumption as the most concentrated industrial cluster,the energy-intensive industrial cluster still faces the arduous task of saving energy and reducing emissions and speeding up the industrial transformation and upgrading.In China's resource-based areas,energy-intensive industrial clusters have basically formed a combination and integration of energy-intensive industries.The link of the ecological industry chain makes the flow of materials and values between energy-intensive industries possible.Energy-intensive industries achieve the highest utilization of resources,pollution emission reduction and economic benefits maximization through coordinated cooperation.The construction of ecological industry chain is beneficial to improve the eco-efficiency of energy-intensive industrial clusters,and provides theoretical and decision reference for the whole promotion of ecological civilization construction and the transformation and upgrading of traditional industrial industries,which is also the fundamental starting point and purpose of this study.On the basis of relevant literatures at home and abroad,this paper uses industrial cluster theory,ecological industry chain theory,circular economy theory and synergy theory to analyze the relationship between ecological industry chain and circular economy,and uses eco-efficiency and its synergistic effect to evaluate the circular economy level of energy-intensive industrial clusters.In order to accurately measure and evaluate the eco-efficiency of energy-intensive industrial clusters,decompose the eco-efficiency,and deconstruct the energy-intensive industrial clusters according to the length of the ecological industry chain.This paper analyzes and compares eco-efficiency and its synergistic effects from three levels of industry,industry chain and industrial cluster,in order to probes into the synergy effect of compound eco-efficiency system of energy-intensive industrial clusters and the role of ecological industry chain.In order to reflect the evolution of eco-efficiency and cooperative development of energy-intensive industrial clusters more objectively,the data of chemical industry,building materials,metallurgy and thermal power industries in the 2004-2015 are selected for eco-efficiency evaluation and the synergy analysis of composite eco-efficiency system.The results show that the eco-efficiency of energy-intensive industrial cluster and energy-intensive industrial chain is higher than that of single energy-intensive industry.The synergy of compound eco-efficiency of energy-intensive industrial chain and energy-intensive industrial cluster is on the rise,and the eco-efficiency synergy of energy-intensive industrial cluster is higher than that of energy-consuming industrial chains.The construction of ecological industry chain has a positive effect on the improvement of eco-efficiency of energy-intensive industrial cluster and the synergistic development of industrial cluster,so that the economic development of energy-intensive industrial cluster is more in line with the concept of sustainable development,and promotes the mutual cooperation and mutual benefit in energy-intensive industries.
