Case Study On The Adjustment Of Franchise Price After The Upgrading Of A Sewage Treatment Plant

As an important link to alleviate the urban water pollution and protect the water environment,the sewage treatment industry in recent years presents a spurting development trend.In response to the requirements of the state for the development of its industry,BOT mode has been widely used in this field.In recent years,with the gradual improvement of national environmental standards for high quality,many sewage treatment plants that have been operating in BOT mode for many years are in urgent need of upgrading.However,the upgrading project brings about a substantial increase in construction cost and operation cost,which has become the biggest obstacle for social capital to upgrade the standard of sewage treatment plants.Therefore,whether the concession price can be rationalized or not has become one of the key factors for the successful implementation of the bid proposal.Taking A sewage plant as the research object,this paper describes three kinds of problems in the process of the adjustment of the franchise price caused by the bid raising and transformation,which are the overspending of construction investment,the difficulty in determining the calculation time of the adjustment of the franchise price,and the contradiction in the determination of the operation and maintenance cost.Through the elaboration of BOT mode,the induction of elements of franchise price,the summary of financial evaluation theory of franchise projects,the carding of research status of franchise price adjustment theory and the summary of policies and regulations,the author explains why the above problems have an impact on the adjustment of franchise price.Through the analysis,this paper finds that the main causes of the above cases are the untrue core argument of the early scheme,the incomplete terms of the franchise agreement and the inadequate supervision of the operation and maintenance cost.Then the author puts forward suggestions and countermeasures from the aspects of the early scheme argument,the formulation of the franchise agreement,the government supervision,the franchise operation period and the profit distribution.This paper hopes that through the in-depth study of the above problems,it can provide some reference suggestions for improving the solution of the relevant problems in the process of BOT mode sewage treatment plant franchise price adjustment.
