Research On The Rural Domestic Waste Treatment Based On Network Governance Theory

In the report of the 19th National Congress of the Communist Party of China,it is proposed to implement the strategy of Rural Revitalization in an all-round way.It is required to build the countryside into a "ecological and livable" new countryside with mountains,water and nostalgia.Rural garbage treatment is an important part of building a beautiful countryside.It has become the basic consensus of the whole country to promote the organic combination of economic benefits,social benefits and ecological benefits while developing economy.It is an important direction to accelerate the construction of beautiful countryside,realize the revitalization of countryside,improve the rural appearance in an all-round way,strengthen the protection of rural ecological environment,and promote the treatment of rural domestic waste.The research object of this paper is the current situation of rural domestic waste treatment in P town of Shanxi Province,trying to analyze the difficulties encountered in the treatment of rural domestic waste in the middle of China,combining with the theory of network treatment,so as to explore the appropriate measures for local domestic waste treatment.In order to better grasp the daily situation of P town's domestic waste,three pilot villages were selected for field survey.Through the analysis and summary of questionnaire and interviewinformation,according to the survey results,it was concluded that the path of the combination of government leadership,enterprise participation and villagers' self-organization was suitable for P town to solve the problem of domestic waste.The content of this paper consists of six parts.The first part is the introduction,which involves the research background and significance,the research review at home and abroad,the research ideas and methods,and the innovation of this paper.The second part is the definition of related concepts and the introduction of theoretical basis,which includes three concepts: rural household garbage,rural household garbage treatment and garbage classification.The theoretical basis is about the Internet The third part is the main body of the paper.It introduces the current situation and existing problems of the garbage in P town.It points out that the garbage treatment in P town mainly includes four aspects: the lack of government responsibility,the lack of environmental protection awareness of the villagers,the imperfection of the garbage facilities and the lack of funds for garbage treatment.The fourth part is the original work aiming at the existing problems Because of the analysis,it concludes that the network design department of MSW treatment is scientific,the main body of MSW treatment is lack of connection,the responsibility mechanism of MSW treatment is not perfect,and the governance ability needs to be improved.The fifth partis the specific suggestions and measures,including building a diversified network subject of MSW treatment,strengthening the trust foundation among the main bodies,and improving life The fourth part is the conclusion.
