Research On The Level Of Rural Domestic Waste Governance And Its Influencing Factors

With the acceleration of the urbanization process and the rapid development of the rural economy,farmers' incomes have continued to increase,farmers' production and lifestyle have gradually changed,the types of rural waste have increased,and the amount of waste has been increasing,and the problem of rural domestic waste governance has become increasingly serious.At present,the backward infrastructure,the difficulty of garbage collection in remote areas,the accumulation of garbage in rural areas,and the lack of timely disposal of garbage dead ends still exist,posing serious threats to the physical and mental health and ecological environment of rural residents.The governance of rural domestic waste is an important content necessary for the improvement of human living environment in China.Then explore the influencing factors of the level of rural domestic waste governance,and take targeted measures to improve the level of rural domestic waste governance,and achieve the realization of rural domestic waste.Governing sustainable development has important implications.This article is based on the survey data of Quanzhou's rural domestic waste governance in 2018.Based on the new public management theory and polycentric governance theory,this paper uses the literature research method,empirical analysis method and case study method to analyze the level of rural domestic waste governance It discussed in depth and its influencing factors,and answered the following key questions theoretically and empirically: What is the current level of rural domestic waste governance? How does the governance model and other influencing factors affect the level of rural domestic waste governance? What are the specific reasons for this effect? The empirical results show that the government-led model has no significant impact on the level of rural domestic waste governance,the market operation model has a significant positive impact on the level of rural domestic waste governance,and the multiple governance model has a significant negative impact on the level of rural domestic waste governance.The number of villages,the number of enterprises,and the migrant population significantly affect the level of rural domestic waste governance.The case further proves that in the market operation mode,when the government purchases services from the market,the contract content is specific,not only the relevant costs and benefits will be fully considered,but also the expected results and corresponding responsibilities will be clearly defined.The performance obligations of both parties are organically combined to effectively improve work efficiency and thereby improve governance.In the multi-governance model,although the current evaluation and supervision mechanism can bind the subjects to a certain extent,the internal governance responsibilities of the subjects are scattered and they are independent.The level of governance has fallen.However,no one model is universal,and proper treatment models should be selected according to local social conditions,economic conditions,industrial development,geographical environment,population,and other actual conditions,so as to truly effectively improve rural domestic waste governance.Level to achieve sustainable development of rural domestic waste governance.Based on the above research,in order to further improve the rural domestic waste governance model,enhance the management capacity,and improve the modernization of management,the author puts forward the following policy recommendations: First,vigorously promote the important role of the market in rural domestic waste management,and take quality as the foundation of development.Make full use of the Internet and big data platforms,innovate technologies,improve governance capabilities,and restrict excessive pursuit of interests under government supervision and incentive mechanisms,stimulate enthusiasm,and improve the efficiency of public service supply.Second,strengthen the links and communication networks and collaboration capabilities among various governance entities,so that governments,markets,nongovernmental organizations,citizens and other parties can conspire,build,manage,evaluate and share mechanisms effectively.Third,cultivate and give full play to the advantages of non-governmental organizations,concentrate social forces from all walks of life to participate in the governance of rural domestic waste,and mobilize the enthusiasm of the masses to increase participation.Fourth,improve public awareness of environmental protection through multi-channel and multi-channel publicity and education,improve the bottom-up supervision mechanism,actively listen to the opinions and suggestions of the people,open a platform that can express their own demands,and include the satisfaction of the people in the treatment of rural domestic garbage system.
