Since the reform and opening up,China's rapid economic development has created one after another "Chinese miracle" attracting worldwide attention.However,the rapidly growing economy is backed by increasingly scarce resources and deteriorating ecological environment.Therefore,how to coordinate economic and environmental issues has attracted much attention.Economic scholars generally believed that the development of regional economy is constantly adjust the industrial structure,the optimization process,the long-term sustainable economic growth is always in constant adjustment and optimization of industrial structure,in the current economy has basically solved the contradiction of the cases,the structural contradictions have become the main contradiction affecting China's economic development,so the adjustment of industrial structure became the centerpiece of China's economic reforms.Can technological innovation drive industrial restructuring? In addition,can environmental regulation for environmental protection force the adjustment of industrial structure? With the increasing awareness of environmental protection and the gradual upgrading of green consumption concept,will the strengthening of informal environmental regulation also promote the adjustment of industrial structure? Combined with porter's hypothesis,can environmental regulation promote scientific and technological innovation,so as to achieve the transformation from "end pollution control" to "source pollution control" ?And can environmental regulation promote scientific and technological innovation to further promote industrial restructuring? If environmental regulation can force scientific and technological innovation and industrial structure adjustment,the "all-win" situation of environmental protection,scientific and technological innovation and industrial structure upgrading can be achieved.Therefore,the current research on the relationship between environmental regulation,scientific and technological innovation and industrial restructuring is of great significance to China's sustainable economic development.In order to solve the above problems,this paper firstly summarizes the relevant studies of the three factors by sorting out the previous literatures,and reviews the relevant literatures.Based on the previous research results,the research direction and thinking of this paper are determined.On this basis,this paper introduces the concepts and connotations of environmental regulation,scientific and technological innovationand industrial structure adjustment,and the relevant theories of environmental regulation and scientific and technological innovation,scientific and technological innovation and industrial structure adjustment,and summarizes the internal mechanism of environmental regulation,scientific and technological innovation and industrial structure adjustment.Then this paper expounds the policy evolution,status quo and problems of environmental regulation,scientific and technological innovation and industrial structure adjustment.Further,based on the above mechanism and theory,this paper first empirically analyzed the impact of environmental regulation on scientific and technological innovation through the provincial panel data of China(excluding Hong Kong,Macao,Taiwan and xizang)from 2004 to 2017,so as to verify whether porter's hypothesis is currently valid in China and test the threshold effect of environmental regulation.Then it empirically analyzes the impact of environmental regulation and scientific and technological innovation on industrial structure adjustment.In order to comprehensively analyze its impact,this paper divides environmental regulation into formal and informal environmental regulation,and industrial structure adjustment into industrial upgrading and rationalization.Through the above analysis,the following main research conclusions are obtained:(1)The impact of environmental regulation on scientific and technological innovation.The influence of formal environmental regulation on scientific and technological innovation shows a "U" shape.Currently,China is located on the right side of the "U" shape,which indicates that formal environmental regulation has a promoting effect on scientific and technological innovation.Informal environmental regulation has a promoting effect on scientific and technological innovation.The influence has a time lag,and the influence is the largest and significant in the second order of lag.It has been proved that porter's hypothesis is valid in China.(2)The impact of environmental regulation and technological innovation on industrial structure adjustment.The research on the direct impact of environmental regulation and scientific and technological innovation on the adjustment of industrial structure shows that formal and informal environmental regulation and scientific and technological innovation can promote the upgrading and rationalization of industrial structure.Research on the indirect impact of environmental regulation on industrial structure adjustment through scientific and technological innovation shows that the indirect impact of dual environmental regulation on industrial structure adjustmentthrough scientific and technological innovation has a time continuity and a regional heterogeneity,which can promote the eastern,central and western regions,and inhibit the northeastern regions.(3)The threshold test of the impact of environmental regulation and scientific and technological innovation on the adjustment of industrial structure.With advanced industrial structure into the case by setting threshold of different variables and after threshold model analysis found that formal environmental regulation,and through the influence of high-level scientific and technological innovation path of industrial structure are present "U" shape,and informal environmental regulation,and informal high-level environmental regulation on industrial structure through science and technology innovation path test did not pass the threshold effect,the influence of informal environmental regulation,and informal environmental regulation through the influence of science and technology innovation of industrial structure adjustment has linear.(4)Other factors affecting the adjustment of industrial structure.The results of empirical analysis show that the improvement of economic openness will restrain the upgrading of industrial structure,and the improvement of foreign direct investment will restrain the rationalization of industrial structure,which indicates that there is a "pollution paradise" effect in China.In addition,the level of government expenditure,the level of human capital have a promoting effect on the upgrading and rationalization of the industrial structure.Finally,the empirical analysis results combined with the current situation of China put forward policy Suggestions,such as improving the construction of formal environmental regulation system,improving the public's awareness of environmental protection,and advocating the concept of green consumption.Strengthen the benign interaction between dual environmental regulation and scientific and technological innovation and formulate environmental regulation strategies according to local conditions.
