With the promotion of the rural vitalization strategy,the urbanization process is accelerated,and the scale of household waste treatment is increasingly expanded,which brings greater challenges and pressure to the management of rural household waste in economically underdeveloped cities.Local governments are facing with such difficulties as financial constraints?lacking of garbage disposal technology and experience,and need to meet the goal of waste reduction,harmless and resource disposal.The state needs to establish and operate waste disposal projects by introducing social capital and adopting public-private cooperation model.The project of public-private cooperation mode involves many stakeholders,and because of the particularity of environmental protection project,the garbage disposal project of public-private cooperation mode has many kinds of project risk factors in the process of construction and operation,so the risk management ability of project company is very important.From the project company operating BOT mode of sanitary landfill project risk identification and evaluation research,mainly from the following aspects:1.The research object of this paper is the BOT project of municipal household garbage sanitary landfill site in L city.Through combing the basic situation of the operation of the project,this paper analyzes and summarizes the existing problems :" the operating cost rises,the income does not reach the expectation," the internal organization operation efficiency is low "," the public opinion does not support ".To face a series of problems existing during operation,in order to ensure the smooth operation of the project and protect the interests of many stakeholders,the BOT project of municipal solid waste sanitary landfill needs to carry out risk management,identify and evaluate the project operation risk,so as to formulate the corresponding risk response strategy and ensure the achievement of the project objectives.2.According to the steps of project risk management,the first step is risk identification,and 14 operational risk factors of the BOT project of municipal solid waste sanitary landfill are identified by literature,on-site inspection and interviews.The second step is to evaluate the importance of various operational risk factors by using Delphi questionnaire method based on risk identification,and use SPSS software to verify the validity and authenticity of questionnaire data,and further use factor analysis to analyze the risk factors of each five hazard levels to provide basis for the formulation of risk response strategies.3.According to the results of risk assessment,combined with the situation of project operation company and L municipal government,from the perspective of risk takers,follow the risk allocation principles of "return equivalence "," optimality "," upper linearity" and "dynamic ".According to different levels of risk factors,optimize the corresponding response strategy.4.In order to ensure the smooth implementation of he operation risk management of the project,risk supervision is the last and the most critical link.In addition,it is also proposed to establish a professional team of risk management personnel and improve the working mechanism of BOT project,so as to ensure that the operation risk management can be effectively played and achieve the expected goal of the project.Through the research of this paper,the author hopes to put forward some suggestions for the operation risk management of the sanitary landfill BOT project in L city,and also provide references for the risk management of the same type of garbage treatment plant during operation.
