As the blood of national economy and social development,road traffic plays an important role in promoting social and economic development.However,traffic accidents have brought huge hidden trouble to people's life and health.How to prevent and reduce traffic accidents has become the focus of social concern.Through the efficiency evaluation of the highway traffic system,it is helpful to excavate the specific links that affect the highway traffic safety,reduce the traffic accident loss,and play a macro guiding role in the construction of the highway traffic and transportation system.However,the current research focuses on traditional static DEA(Data Envelopment Analysis)evaluation,which is not accurate enough.In order to improve the situation and make up for the inadequacy of existing research,this article is based on scientific,systematic,operability and effectiveness reasonably under the guidance of the principle of the index system of highway traffic safety input and output,using the two-stage additive DEA model and Malmquist index of static and dynamic efficiency evaluation,and then use Python programming to solve the model.Specifically speaking,on the one hand,by opening the "black box" of the transportation system,it is divided into the stage of accident occurrence and the stage of accident loss.The two-stage additive DEA model is used to evaluate the highway traffic safety in 31 provinces in China,and the static evaluation of the road traffic safety in China in 2018 is carried out.On the other hand,the Malmquist index was used to dynamically evaluate the data of China's road transportation system from 2009 to 2018,and the data was decomposed into technical efficiency and technological progress rate to further explore the factors affecting system safety.The results of the two-stage DEA evaluation show that the comprehensive efficiency of highway traffic safety in China is low,and the influence of the accident stage is greater.The results of Malmquist index analysis show that the total factor productivity of China's highway transportation system is on the decline trend,and the performance is poor.Based on the data analysis of the results of performance evaluation,this paper puts forward some targeted policy Suggestions for improving China's highway traffic safety.The Chinese government needs to take various measures to improve China's highway traffic safety efficiency.Regions should adopt a "prevention first" strategy to deal with the high accident rate;Different regions should take measures according to the actual situation;China's road traffic still needs to improve MalmquistIndex.In a word,through the static and dynamic efficiency evaluation of highway traffic system safety,the deficiencies of the existing research are made up,the key links affecting the overall situation of the system are discovered,and the effective decision-making reference information is provided for the government traffic management departments.
