According to the 2018 Global Air Quality Report,China's air quality has improved in the global ranking,but there are 57 Chinese cit ies among the top 100 cities with the most serious pollution(PM2.5).This shows that China's air quality is still relatively poor,which seriously hinders economic development.As the concept of green development has received more and more attention,it i s of certain significance to evaluate the level of green development in China,and measuring the efficiency of green development has become an important method for evaluating the level of green development.This paper takes 250 prefecture-level cities in China as research objects from 2001 to 2016,using labor and capital as input elements,PM2.5 concentration as undesired output,and GDP as expected output.I use the method of data envelopment analysis and Malmquist-Luenberger index to measure the green development efficiency,evaluate China's green development efficiency from a dynamic perspective,compare it with the traditional total factor productivity,and analyze the driving factors of changing the green development efficiency from different regions;The fixed-effect model using panel data studies the impact of city size,openness to the outside world,technological R & D,economic development level,industrial structure,and urbanization rate on green development efficiency from a national and major urban agglomeration perspective;using absolute ? convergence,absolute ? Convergence,conditional ? convergence method analyzes the convergence of China's green development efficiency by reg ion.The results of the study show that:(1)Considering the environment helps improve the level of economic development efficiency,China's green development efficiency level is characterized by "decreasing first and then increasing".(2)The overall efficiency of the eastern region has improved,while the central and western regions have declined slightly;the central region has the fastest efficiency growth,followed by the western region,and the slowest is the central region;technological progress is the determinant of improving green development efficiency.(3)City scale and economic development level have a positive impact on green development efficiency;different urban agglomeration rates have different effects on green development efficiency;opening up and industrial structure have a negative impact on green development efficiency;technology research and development only has a significant impact on the green development efficiency of the Pearl River Delta urban agglomeration.(4)There are large differences in the green development efficiency of various regions in China.There is no absolute ? convergence and absolute ? convergence,but there is a conditional ? convergence.
