Study On Behavior Response Of Farmers To Animal Husbandry Pollution Control Policy

Abstract/Summary:
Since the reform and opening up,people’s diet structure has changed with the economic development,and the demand for animal products has been increasing,which promotes the development of animal husbandry,and the proportion of the total output value of animal husbandry in the total output value of agriculture has also been increasing.However,the following problems of animal husbandry pollution have also emerged.Animal husbandry pollution has become the main source of pollution in China,seriously affecting the air,water resources,soil and human health.The state has issued various policies to solve the problem of livestock and poultry pollution,but the effect of policy implementation is affected by many factors,as the production subject of animal husbandry,the behavioral response of farmers to animal husbandry pollution control policy is an important factor affecting the policy implementation.Based on the whole process of breeding,an in-depth study on the behavior response of farmers to the pollution policy of livestock and poultry breeding can provide reference for the formulation and improvement of prevention and control policy,which is beneficial to reduce the pollution of livestock and poultry breeding and maintain the steady development of animal husbandry.The research content mainly includes the following aspects: firstly,the pollution situation of livestock and poultry breeding and the evolution of prevention and control policies in Jilin Province are systematically analyzed,including the general situation of the development of livestock and poultry breeding in Jilin Province,the time sequence change and spatial characteristics of livestock and poultry breeding pollution,the evolution process and policy tools of livestock and poultry breeding pollution policies were combed and analyzed to lay the foundation for the research of this paper;secondly,combined with visit survey and questionnaire survey,this paper analyzes the response of pig farmers to the policy of animal husbandry pollution prevention and control;Thirdly,this paper empirically analyzes the influencing factors of farmers’ response to animal husbandry pollution control policies by using the multivariate probit model;Finally,the countermeasures and suggestions of optimizing the prevention and control policy of animal husbandry pollution are put forward.Around the above research content,the results are as follows:First,since the reform and opening up,the animal husbandry in Jilin Province has developed rapidly,the amount of main livestock and poultry in stock and out of stock has been expanding,and the output of meat has been growing continuously.However,the pollution of livestock and poultry breeding has also been aggravated.From the perspective of time,the total amount of emissions has the trend of first rising and then falling.From the perspective of space,it is found that it has obvious "regional" characteristics: the pollution in the central region is relatively serious,and the pollution in the East,the East,the west,the East,the west,the East The pollution in the west two areas is light.The policy system framework of livestock and poultry breeding pollution at the central level in China can be divided into five levels from the party’s policies to local laws and regulations.The policy tool currently adopted in China is the combination of command control policy and economic incentive policy.According to the central level policy,Jilin Province has formulated the corresponding local livestock and poultry breeding pollution prevention and control policy,and actively promoted the prevention and control of livestock and poultry manure pollution through the combination of rewards and punishments,which has some results,but there are still some problems to be improved.Second,through the investigation and analysis of 230 pig farmers in Jilin Province,it can be seen that the age of the farmers is concentrated in the middle and old age,the cultural level is concentrated in junior high school and below,the small and medium-sized farmers are still the main body of the current breeding,the awareness of environmental protection of the farmers needs to be improved,and the awareness of the farmers on the pollution prevention and control policies of the animal husbandry is low and the satisfaction is high.In the whole process of breeding,the behavior response of farmers to the pollution prevention and control policy of animal husbandry can be divided into the behavior of scientific site selection before breeding,the behavior of standardized facilities construction,the behavior of standardized use of inputs in breeding,the behavior of resource utilization of fecal waste after breeding,and the behavior of harmless treatment of dead livestock and poultry,the response degree of each behavior was 25.66%,58.26%,83.91%,64.35% and 100.00%,respectively.Third,through the empirical analysis of the multi variable probit model on 230 survey data,it can be seen that there are mutual influences and complementary effects among the five behavioral responses of farmers under the pollution control policy of animal husbandry.In addition,the individual and family characteristics,production characteristics,environmental protection cognitive characteristics and policy characteristics of four aspects of 14 variables will affect the behavior response of farmers to animal husbandry pollution control policies to varying degrees.Among them,the most significant factors are the scale of aquaculture,the situation of participating in cooperatives,the awareness and willingness of farmers to prevent and control the pollution of aquaculture environment,and the government’s inspection and subsidies.According to the above research conclusions,the corresponding countermeasures and suggestions are put forward for the optimization of pollution prevention and control policies of animal husbandry in China:(1)gradually improve the policy system of pollution prevention and control of animal husbandry;(2)control the pollution of livestock and poultry breeding by "implementing policies in different areas";(3)strengthen the publicity and education of pollution prevention and control policies of animal husbandry;(4)increase the investment in research and development of pollution prevention and control of animal husbandry.
