A Study On The Means Of Administrative Regulation In The Prevention And Control Of Environmental Pollution

Environmental pollution and social and economic development are mutually affected.The development of social economy will inevitably cause environmental pollution.At the same time,the frequent occurrence of environmental pollution will also restrict the pace of social and economic development and threaten people's life and health.As one of the sharp tools to control environmental pollution,administrative regulation plays an important role in improving environmental quality.How to deal with the problem of environmental pollution directly affects the actual effect of environmental governance.As a special field of administrative regulation,the environmental field,due to the complexity,sociality and comprehensiveness of environmental problems,should use a variety of administrative regulation means comprehensively,in order to better and more efficiently achieve the purpose of environmental pollution prevention and improvement of environmental quality.Beijing plays an important strategic role in the blue sky defense,pollution prevention and control,as well as the cross regional environmental protection of Beijing,Tianjin and Hebei.Therefore,taking Beijing as an example,this paper discusses the current situation and existing problems of the application of administrative regulation means in the field of environmental pollution prevention and control,so as to put forward suggestions for improving the administrative regulation means of environmental pollution prevention and control in China.The article is mainly divided into four parts,each part is discussed from different angles.The first part mainly from the basic concepts and related theories,on the basis of the concept of administrative regulation,deduces the means of administrative regulation,and discusses on the basis of public trust theory,environmental rights theory and government regulation theory.Under the background of increasingly important environmental protection,administrative regulation,as an important part of administrative regulation,is an important magic weapon to realize the sustainable development of society.The second part mainly discusses the development process,current situation and existing problems of administrative regulation means of environmental pollution prevention and control in Beijing.First of all,the administrative regulation means of environmental pollution prevention and control in Beijing are sorted out based on the time line.After the analysis of the status quo,the status quo mainly introduces the traditional command control administrative regulationmeans and the new administrative regulation means.According to the characteristics of the means,the new administrative regulation means are divided into economic incentive,information regulation and consultation administrative regulation means.On this basis,the existing problems are deduced,and the problems are also discussed from the traditional and new perspectives.The third part mainly refers to the practical experience of the administrative regulation means in the field of pollution prevention and control in foreign countries,as well as the enlightenment for the further development of the administrative regulation means of environmental pollution prevention and control in China.The fourth part mainly discusses the problems raised,combined with the actual situation of our country,and puts forward relevant suggestions,hoping to provide reference for the treatment of environmental pollution in our country.
