Study On The Administrative Legislation Of Prevention And Control Of Water Pollution In Weishan Lake

In recent years,water pollution incidents occur frequently in some river basins of our country,and people's life and property safety along the river are affected to varying degrees.Therefore,the prevention and control of water pollution is urgent.Law is an important means to adjust social relations.In order to give full play to its norms and social role,legislators must start from the source and strengthen administrative legislation.Weishan Lake,as the largest fresh water lake in Shandong Province,plays an important role in the production and life of the coastal areas,and is an important dependence for the survival and development of the people in Southwest Shandong Province.However,the water pollution of Weishan Lake is very serious,and the quality index of some areas has reached the level of heavy pollution.In order to prevent the occurrence of water pollution,some local legislations have been issued,such as the regulations on the prevention and control of water pollution in the Nansihu River Basin of Shandong Province.In this context,this paper starts with the problems existing in the administrative legislation on the prevention and control of water pollution in Weishan Lake,and tries to put forward some ideas and suggestions on the improvement of the administrative legislation on the prevention and control of water pollution in Weishan Lake by drawing lessons from the experience of river basin water pollution at home and abroad.This paper is divided into four chapters:The first chapter,taking the concept of "prevention and control of water pollution" and "administrative legislation" as the starting point,combining with the basic situation of Weishan Lake,makes clear the basic connotation of administrative legislation in the prevention and control of water pollution of Weishan Lake,and discusses the theoretical basis and necessity of the legislation.The second chapter,from the perspective of administrative legislation,analyzes the current legislation situation of water pollution prevention and control in Weishan Lake,and points out the shortcomings in the legislation,such as single legislative purpose,unreasonable regulatory system,imperfect water pollution prevention and control system,and too light legal responsibility.The third chapter,through introducing the experience of legislation in the process of water pollution control at home and abroad,and focusing on the analysis of the situation of water pollution control in the river basin,provides important enlightenment for the administrative legislation of water pollution control in Weishan Lake.In the fourth chapter,under the guidance of the principles of legal unity,local characteristics and scientific democracy,combined with domestic and foreign governanceexperience,we find commonness and give full play to the characteristics,so as to put forward suggestions and Countermeasures to improve the administrative legislation on the prevention and control of water pollution in Weishan Lake.Based on the analysis of the existing problems in the administrative legislation for the prevention and control of water pollution in Weishan Lake,this paper draws the following conclusions: only by setting up multiple legislative purposes,improving the regulatory system,improving the environmental protection system,strengthening the legal responsibility,and then strengthening the administrative legislation,can the prevention and control of water pollution in Weishan Lake get the actual effect and the water environment be effectively improved.
