Study On Comprehensive Benefit Evaluation And Management Countermeasures Of Industrial And Mining Wasteland Reclamation In Guanyun County Under High Quality Development

Land reclamation is an effective way to optimize the allocation of land resources,control the balance between construction land and agricultural land,and improve land utilization.At the same time,it also plays a significant role in promoting the construction of ecological civilization,helping with targeted poverty reduction,easing the contradiction between human being and land,improving the appearance of the village.The reclamation and reuse of abandoned industrial and mining sites in history is an important part of the entire land reclamation work.In theory,industrial and mining wasteland can be reclaimed into arable land,garden land,forest land,grassland and other land for the purpose of improving food security and local ecological environment.However,due to the shortage of arable land resources in China,under the dual pressure of ensuring economic development and food security,the policy of "balance of occupation and compensation" is under great pressure.Therefore,the land management department of our country has always emphasized the priority of reclamation of industrial and mining waste land into cultivated land.This study mainly discusses the research on the comprehensive benefits of the reclamation of industrial and mining waste land into cultivated land and the public management process of the reclamation work,and puts forward the optimization countermeasures and suggestions for the problems.This study uses the literature research method to summarize the research on the management mechanisms and models of reclamation of industrial and mining wasteland at home and abroad,and the benefits of reclamation.Based on this,the research content of this paper is proposed.At the same time,it evaluates the comprehensive benefits of the reclamation of industrial and mining wasteland,and provides real support for the theoretical basis of this study,so as to achieve the research purpose.The research shows that under the background of high-quality development,economic construction and ecological civilization must be in parallel.The reclamation of industrial and mining wasteland is of great significance for improving local ecological environment,promoting targeted poverty alleviation and expanding land space,and plays a positive role in the local economic and social development.In terms of the economy,the output of cultivated land has been increased,the income of farmers has been increased,and the financial income of the government has been supplemented;in terms of social benefits,the agricultural production conditions have been improved,the layout of agricultural land has been optimized,and the protection of cultivated land has been promoted;in terms of ecological benefits,the local environment has been optimized,the quality of soil and water body has been improved,the water and soil have been effectively contained,and the appearance of villages has been beautified.At the same time,the index of construction land released from industrial and mining wasteland reclamation is used for urban development and construction,which plays a positive role in improving urban infrastructure,promoting the development of industry and commerce,and meeting the material and cultural needs of residents.Studies have shown that the effectiveness of the reclamation of abandoned industrial and mining sites is closely related to government public management policies and management mechanisms.The government's one-sided management has led to a balance of benefits,basically tending to obtain more economic benefits.At the same time,there was no in-depth verification during the final acceptance of the project.The soil quality below the surface of the reclamation area and the use efficiency of the supporting water conservancy facilities are difficult to guarantee,which affects the long-term benefits of reclamation.In addition,in addition to the imperfect supervision policy after reclamation,there is a risk that the cultivated land will be destroyed again.In response to these problems,this paper proposes to enrich the development and utilization of reclamation methods in administrative mechanisms and measures,innovate management models to strengthen post-event supervision,optimize circulation policies to expand reclamation benefits,clarify rights protection,strengthen public participation,and establish high-quality development thinking;Economically strengthen the security of funds required for reclamation,absorb social resources to expand sources of funds,strictly implement the financial system and strengthen fund supervision;strengthen the technical construction of information technology to scientifically carry out reclamation,focus on the construction of cultivated land quality,strengthen the introduction of technology and pay attention to ecological benefits Wait.Through these measures,the comprehensive benefits of the reclamation of industrial and mining wasteland are improved and the balanced development of individual benefits is promoted to realize the sustainable development and utilization of industrial and mining wasteland.
