Study On Reclamation And Utilization Management Mode Of Industrial And Mining Waste Land In Gansu

Mining wasteland reclamation is the important ecological environmental protection project according to the management law of our country territorial resources,which is about reclaiming and restoring discarding land,damaged land of mines,transportation,energy,water conservancy project.The essence of mining wasteland reclamation project is to improve the local ecological environment situation.The purpose of it is to utilize the abandoned land to reduce the farmland percentage,and solve the problem of inadequate construction land planning.This paper analyzes the efficiency and tendency of industrial mining wasteland reclamation and utilization according to Gan su Province situation analysis,and sum up the mining resource situation,mining wasteland situation,the present situation of reclamation of wasteland,the situation of main reclamation policy implementing area,the status of project approval process,the current financial situation and management in Gan Su province.From the perspective of management,combined with the practical situation in Gansu Province,this paper using the literature research method,quantitative and qualitative analysis method to analyze the current problems in reclamation and utilization procedure,such as the complicated approval process,the uncertain of ownership of reclaimed land,the defection of management system.the fail to integrate project funds.In order to solve these problems,this paper gives out System construction,including design the policy system,design the approval and checking process,design the supervision and management process,design financing raising,design stakeholder coordinating design and implementation.To guarantee the proposes goes well,these proposes should carry out stand the points of policy making,government department corporation,government supervision and administration of views.So in order to make progress of the reclamation and utilization management in Gan Su province,this paper gives out the implementing management should reduce the approval procedure,strength the establishment of management system,integrating project funds and mobilizing stakeholders' motivation.These proposes will consolidate the reclamation and utilization management for Gan Su province.
