Since the reform and opening up,the Chinese economy has maintained sustained growth for 40 years and is called "miracle growth" by the world.However,the long-term extensive development mode hidden behind the world's remarkable economic achievements has brought China a very serious environmental pollution problem.Especially in recent years,haze pollution has eroded China's North China,Northeast China and other regions,and spread throughout the country.In the face of fierce haze pollution,China has attracted a lot of attention,but after formulating a series of governance policies,it still does not effectively improve haze pollution.The reason is that in the “promotion of the tournament” model with economic performance as the core performance evaluation indicator,local government officials choose to sacrifice the quality of the atmospheric environment in exchange for economic growth in order to obtain the “political promotion” opportunity,which in turn leads to “failure” in the environmental regulation.Therefore,clarifying the relationship between official turnover,tenure and haze pollution is crucial to winning the "haze" battle.So,what effect does the official change have on haze pollution? What are the different effects of different years of official tenure on haze pollution? What is the difference in the degree of influence of officials in different regions on haze pollution? This is the question that this article will answer.Based on the panel data of official turnover,tenure and PM2.5 concentration in 255 cities in China from 2010 to 2012,this paper systematically examines the impact of official turnover,tenure on haze pollution,and the impact of o fficials' replacement and tenure on haze pollution in different regions.The results show that: first,the acting mayor replaced the haze pollution in the past with a significant positive effect,that is,increased haze pollution;the impact of the city party secretary turnover and the mayor replacement on haze pollution is not significant.Second,the impact of officials on haze pollution in different years of their term is unequal.The influence of the secretary of the municipal party committee on the haze pollution in different years during the term of office was not significant.In the second year of the term of office,the mayor had a significant positive effect on haze pollution,while in other years during his term of office,the impact on haze pollution was not significant.Finally,there are some differences in the impact of officials' replacement and tenure on haze pollution in inland and coastal areas.The impact of the replacement of officials in the inland areas on the haze pollution and the results of the national total sample regression are consistent.The replacement of officials in coastal areas and the impact of their tenure on haze pollution are not significant.Finally,combined with the empirical results,this paper proposes to optimize th e performance appraisal system of local government officials,establish a lifelong accountability mechanism for smog pollution;adopt the supervision of “different ranks,different regions,and distinct levels”;establish regional smog synergy governance mechanism To create policy recommendations such as “multi-center and multi-level” multi-agent collaborative governance model.
