Problems And Countermeasures Of Inner Mongolia Natural Gas Resource Development And Management

With the deepening of economic globalization,the rapid development of domestic industrialization and urban-rural integration,more and more industries have a new demand for energy.As the representative of clean energy in China,natural gas plays an important role in this rapidly developing society.At the same time,under the guidance of China’s policies,China’s upstream natural gas market is gradually opened up,which also has new requirements for the environmental protection of the natural gas industry.In line with the goal of realizing the harmonious coexistence of resources,environment and human beings without harming the living environment of future generations,the reform of natural gas resource management is developing in depth.The reform of natural gas mineral rights system,the adjustment of natural gas industry structure,the improvement of supervision system and the requirement of sustainable development have also become the fundamental reform of natural gas market system and the important content of natural gas resource management reform.For a long time,the development and management of natural gas resources in Inner Mongolia has been using the administrative management mode,the supervision cost is too high,and the supervision subject is misplaced and absent for a long time.Now,the government is gradually changing from the management government to the service government,and the previous management model of natural gas resource development will be difficult to adapt to the rapid development of the market economy and the current industry incentive mechanism.Inner Mongolia autonomous region exist in the use of natural gas resources development management level is low,the mining right configuration there is a problem,the exploration and development technical level to enhance,the whole gas industry management confusion and unclear related policy support system and so on several big characteristics,to a large extent restricted the natural gas industry development and industry cross investment model under the market economy.In addition to that,for now the sunrise industry of natural gas industry,gas industry theory research and development of gas industry practice,the problem of the separation of indirect influence the natural gas resources in the development and management decision-making and legislation orientation,and with the continuous development of economic society and the continuous deepening of the reform of mining constitution,the existing laws and regulations in the development of specific gas management problems seem to be overwhelmed,a new problem,triggered a new contradiction,it is need to establish a mature gas resource management system of laws and regulations.At present,China’s natural gas development field has entered an era of coexistence of hope and challenges.Under the new situation of natural gas industry,we still need to improve the theoretical research of the natural gas industry,improve the industrial policies,improve the development and utilization level of natural gas resources,and establish a scientific and feasible natural gas resource management scheme.Based on the development and management of natural gas resources in Inner Mongolia,this paper systematically studied the development and management of natural gas resources from the theoretical height,and put forward the corresponding countermeasures and Suggestions to solve the problems.From the perspective of public policy and system construction,natural gas development enterprises are forced to further increase the exploitation,utilization and protection of natural gas resources,which provides a strong guarantee for the rational development of natural gas resources and the construction of a resourcesaving society.
